Position: Facilities Planning & Management Analyst (Business Operations Specialist - Senior)

Location: NCR (Hybrid: Onsite and Telework)

Clearance: TS/SCI

Education: MA/MS (or an BA/BS plus an additional 4 years of related work experience)

Outcomes:

The successful candidate is expected to accomplish the following outcomes during the first year in the position:
• Formally track all tasks, to include: assigned by, suspense, status, and comments on all assigned tasks through completion and be prepared to brief upon request.
• Develop digital continuity folders and files that include standard operating procedures, workflows and POC lists to accomplish all tasks.
• Create 2-3 products beyond the client’s requirements that positively impact the client to either increase efficiency, effectiveness, or innovation.
• Master position tasks within 60 days and exceed requirements within 90 days.

Responsibilities:

The Facilities and Management Analyst supports facility planning and advises and assists the MPCO, CDM, in the development of infrastructure requirements and plans to support MPCO, CDM operations (CONUS and OCONUS) to include strategic basing actions, local base space planning actions, physical security planning, force protection management, and space management activities. Duties include but are not limited to the following tasks:
• Conduct surveys, data collection or other analytic activities to support leadership decision making in facilities planning efforts.
• Recommend and draft policies, procedure, operating instructions, guides, or other documents to facilitate MPCO facilities management and support functions, and related strategies and engagement.
• Advise MPCO on DoD and AF facilities management policies, guidance and directives regarding facilities use and planning.
• Advise and assist with securing facilities/infrastructure support for MPCO personnel in remote or command-hosted locations in support of DoD goals and objectives, while engaging internal and external stakeholders to address integration issues.
• Develop and deliver information and decision briefings on MPCO facility management activities as requested by the government.
• Communicate horizontally and vertically within the organization to ensure facilities planning and management activities are coordinated and synchronized within MPCO and with higher headquarters.
• Perform cost estimations and conduct funding and budget analysis to support facilities management activities.
• Provide day-to-day functional facility/logistical office support
• Submit work orders to correct any and all maintenance, facility repairs and deficiencies within the CDM facilities.
• Assist with the management of the property book items at CDM locations ensuring that accurate and updated accountability of personnel and equipment is maintained.
• Maintain accurate and updated seating plans that identify the amount of work spaces within facilities by classification levels and all equipment located at each position.
• Assist in the disposal of excess Department of Defense personal property, foreign excess personal property, scrap, hazardous waste, and property requiring demilitarization. They will be prepared to assist in completing necessary documents, arranging for disposal solutions, and training personnel in disposal turn-in procedures.

Qualifications:

The candidate must have the following qualifications:
• Minimum of ten (10) years of related work experience,
• Minimum of six (6) years of specific work related experience in support of a DOD component.
• Experience implementing facility planning and management solutions and managing related processes and procedures.
• Experience in supporting operational planning, coordination, and execution activities to enhance military readiness and operational effectiveness.
• Strong oral and writing communication skills to convey complex concepts, policies, and strategies effectively.
• Ability to work independently and as part of a team.
The following qualifications are desired:
• Experience supporting the SAF/CDMX mission and an understanding of SAF/CDMX institutional processes.
• Experience supporting the Air Force.
• Military background, especially in operations on staff, and/or as a staff action officer.
• Logistics and supply expertise and/or certifications.

Travel: Some local travel may be required, less than 20%.
