VISTA Technology Services, Inc. (VISTA) is seeking a Foreign Military Sales (FMS) Acquisition Contract Analyst to support a NAVSEA program office located in Crystal City, VA. This is a hybrid position reporting onsite 3 days/week. The ideal candidate will be self-motivated, results-oriented and have FMS acquisition contract experience.
Responsibilities:
Support DoD Acquisition Category (ACAT) IC and ACAT II program office with FMS acquisition and contract cradle to grave case management including FMS case phases (Pre-LOR, LOA Development, Case Execution, and Case Closure)
Provide FMS contract generation, award, and management support
Attend meetings and program reviews, assist with compiling presentations, written materials, and/or electronic communications as required
Track funds retrieved through the Management Information System for International Logistics (MISIL) financial database as the standard method of payment for FMS
Develop presentations, meeting minutes, letters and memoranda, and tracking action items
Build strong working relationships with cross functional teams to facilitate and achieve program goals and objectives
Basic Qualifications:
Master's degree in a relevant field OR bachelor's degree and 5 years of relevant federal/DoD FMS acquisition contract experience OR Associates and 10 years of relevant experience
Federal/DoD FMS acquisition and contract case management experience required; ACAT program experience preferred
Cradle to grave FMS case management experience including all case phases (Pre-LOR, LOA Development, Case Execution, and Case Closure)
Experience generating, awarding, and managing FMS contracts and tracking funding
Experience using FMS financial systems including MISIL
Proficient MS Office (Word, Excel, PowerPoint, Teams, SharePoint, etc.) skills. Power BI helpful
Strong communication and collaboration skills
Proactive, time management, critical thinking and problem solving skills
Active DoD Secret clearance required
This position will be subject to a government security investigation and must meet eligibility requirements for access to classified information. For this position, VISTA will consider only applicants with an active DoD security clearance.
