ManTech is seeking a highly skilled and knowledgeable Lead Agile Practitioner that is responsible for implementing and improving agile practices in the law enforcement community. The ideal candidate will be a passionate advocate for agile methodologies, with a proven track record of guiding teams through agile transformations and enhancing their performance. This position is onsite in Washington D.C.

Responsibilities:
- Work closely with system stakeholders and technical teams to help them understand and execute an approach to evaluating and prioritizing cross-program capabilities and requirements.
- Provide coaching, feedback, and advice to program staff and government management and staff on Agile processes (SAFe, Scrum and Kanban), practices, and activities using industry best practices.
- Provide coaching on specific roles, including but not limited to: Solution Managers, Solution Train Engineers, Release Train Engineers, and Product Owners.
- Proactively seek opportunities to use process improvement and re-engineering methodologies to facilitate improvements to processes.
- Apply systems analysis and design methodology assessments to identify technical debt, architectural runway, and efficiency trade-offs against current and proposed/desired cloud-based software system design.
- Develop and support Agile maturity assessments and coaching plans for Solution and Program level teams.
- Support the identification, collection and reporting of Agile execution metrics and measurements to communicate adoption progress, bottlenecks, and areas of opportunity.
- Develop briefings and training courses or materials for program and government staff.
- Responsible for leading PI planning for the program; organize and lead Release Planning events to set release goals, objectives, and roadmap.
- Foster collaboration across cross-functional teams, ensuring clear communication and alignment on goals and priorities.
- Identify gaps in technical capabilities and Agile maturity of team members.
- Utilize feedback to facilitate process improvement for all areas.
Basic Qualifications
- Bachelor's Degree, preferably in Engineering, Computer Science, Mathematics, or related discipline.
- Five or more (5+) years of experience acting as an Agile Lead Practitioner on programs with > 100 FTEs using SAFe.
- Possess an Agile Coach Certification and SPCT SAFe Practitioner Consultant Trainer Certification.
- In-depth expertise of software development life cycle, Agile practices (Kanban, SCRUM, adaptive software development, SAFe 4.5), and design thinking methodologies.
- Extensive knowledge of IT-focused project management practices.
- Experience in executing modernization and data migration strategies.
- Demonstrated experience in continuous process improvement on large scale programs using Agile methods as well as experience in capturing metrics to demonstrate success.
- Strong organizational, time-management, and verbal / written communication skills, able to convey information across multiple customer and corporate audiences.
- Can create training materials and conduct training on Agile topics.
Preferred Qualifications:
- Experience as a certified Scrum Master, certified Product Owner, Release Train Engineer
- Experience in Department of Justice and FBI initiatives
- PMI-ACP (Agile Certified Practitioner)
Security Clearance Requirements:
- Must have a Current/Active Top Secret Security Clearance prior to starting.
