ManTech is seeking a highly skilled and knowledgeable Development and Operations Manager that is responsible for leading the operations and maintenance (O&M) activities for a portfolio of applications and systems.

This position is located onsite in Washington D.C.

Responsibilities:
  • Manages multiple Scrum teams across several ARTs and Value Streams; provides planning, directing, and monitoring of the program's applications development and O&M, deployments, infrastructure, security, and cloud.
  • Works with Program Manager for planning, scheduling, resource assignments and budget.
  • Ensures processes and SOPs for Agile (SAFe, Scrum, Kanban) and DevSecOps methods are utilized by staff.
  • Manages teams to achieve customer requirements, goals, service levels and quality; ensures products meet NIST security standards.
  • Works with program leadership to implement continuous improvements to achieve customers requirements and goals.
  • Coordinate and communicate with government staff at all levels - staff through executive levels - to provide weekly status, updates, issues, and risks.
  • Develop and implement maintenance schedules for applications, including deploying fixes and enhancements.
  • Respond to and resolve IT incidents and service requests.
  • Monitor the performance of applications, infrastructure, cloud, network and/or help desk and recommend improvements to enhance reliability.


Minimum Qualifications:
  • Bachelor's degree preferred in an IT-related discipline.
  • 10+ years of position specific relevant experience; must have five or more 5+) years' experience managing programs using Agile principles - specifically SAFe, Scrum and Kanban - with over 50 FTEs.
  • Must have two or more (2+) years managing a program using DevSecOps principles.
  • Possess a SAFe Agile practitioner certification.
  • Experience leading Development and Systems O&M for clients.
  • Experience managing a program using AWS or Azure cloud environments.


Preferred Qualifications:
  • Experience using ServiceNow.
  • Possess a PMI PMP certification.


Security Clearance Requirements:
  • Must have a Current/Active Top Secret Security Clearance prior to start.
