Proposal Manager

Job Overview:

Graham Technologies is seeking an experienced Proposal Manager with a strong background in government contracting and extensive proposal writing experience. The ideal candidate will have direct experience managing and writing proposals for major government contract vehicles, including OASIS, GSA MAS, and STARS III. This role requires a strategic thinker with excellent writing, compliance, and project management skills to lead the development of winning proposals.

Work Location: This hybrid position works from our MD office and home.

Responsibilities:

• Proposal Development & Strategy:
  
  
  
  • Lead the end-to-end proposal process, ensuring compliance with RFP, RFQ, and IDIQ requirements.
  
  
  • Develop proposal outlines, compliance matrices, schedules, and themes to create compelling and compliant responses.
  
  
  • Write and edit customer-focused proposal content, including executive summaries, technical solutions, management plans, past performance narratives, and key personnel descriptions.
  
  
  • Work closely with subject matter experts (SMEs), business development teams, and capture managers to gather content and ensure alignment with the proposal strategy.
  
  
  
  


• Government Contract Vehicles Expertise:
  
  
  
  • Demonstrated experience developing proposals for OASIS, GSA MAS, and STARS III.
  
  
  • Strong knowledge of federal procurement processes, GSA schedules, IDIQs, and task order proposals.
  
  
  • Experience with government proposal submission platforms (e.g., Symphony, GSA eBuy, and other electronic procurement systems).
  
  
  
  


• Proposal Management & Compliance:
  
  
  
  • Develop and maintain proposal templates, boilerplate content, and past performance libraries to enhance efficiency.
  
  
  • Review and refine proposals for clarity, compliance, and persuasiveness.
  
  
  • Lead and participate in color team reviews, providing strategic guidance and constructive feedback.
  
  
  • Ensure proposal responses align with evaluation criteria and customer needs.
  
  
  
  


• Collaboration & Continuous Improvement:
  
  
  
  • Work cross-functionally with SMEs, technical teams, and leadership to develop high-quality proposals.
  
  
  • Stay current with government contracting trends, solicitation changes, and industry best practices.
  
  
  • Support capture and business development efforts by identifying and assessing new opportunities.
  
  
  
  

Qualifications:

Required:

• Education: Bachelor's degree in English, Technical Writing, Communications, Business Administration, or a related field.


• Experience:
  
  
  
  • 10+ years in government proposal development, with a strong focus on OASIS, GSA MAS, and STARS III contract vehicles.
  
  
  • Proven proposal writing experience with a track record of successful IDIQ, RFQ, and RFP submissions.
  
  
  • Familiarity with government proposal submission platforms (e.g., Symphony, GSA eBuy, and other procurement systems).
  
  
  • Strong proficiency in Microsoft Word, Excel, PowerPoint, and Visio; SharePoint experience is a plus.
  
  
  • Exceptional ability to interpret government solicitations, develop compliance matrices, and create compelling proposal content.
  
  
  • Experience leading proposal teams, coordinating color reviews, and ensuring compliance with government requirements.
  
  
  
  

Preferred:

• Knowledge of Health IT, DoD, VA, DHA, VHA, and HHS is a plus.


• Shipley Proposal Development Certification or experience leveraging the Shipley Proposal Guide.


• Familiarity with federal acquisition strategies and pricing models.
