This Applied Research Laboratory Intelligence and Security (ARLIS) position is a multidisciplinary security position requiring a qualified security professional who will play a critical role in support of Department of Defense (DoD) special access programs (SAPs), safeguarding classified information, and maintaining the security of industrial facilities involved in DoD and Intelligence Community (IC)-related projects. The Program Security Specialist (PSS) is responsible for the security management, oversight, and administration of highly sensitive programs that have DoD-mandated security measures exceeding 32 CFR, Part 117 (NISPOM) requirements. Additionally, the PSS provides security administration, logistics, meeting, and event support and ensures the protection of classified information and materials within an industrial or government contractor setting. The PSS is responsible for implementing and managing security measures, policies, and procedures to safeguard sensitive information from unauthorized access, disclosure, or compromise. The PSS ensures compliance with all relevant laws, regulations, and guidelines related to industrial security practices as referenced by 32 CFR, Part 117, Intelligence Community Directives (ICD), and DoD Directive 5205.11, and DoD Manual 5205.07, Volumes 1-3. In addition to those responsibilities, the PSS will be the primary point of contact and security manager for hosting of external groups to ARLIS for official events, visits, and meetings. The PSS will report directly to the Deputy Director of Security.
Physical Demands:
• Must be able to sit or stand either inside or outside for extended periods while maintaining a high level of vigilance and attention to detail
• Must be able to perform inspections both inside (e.g.- desks checks) and outside of facility (exterior building and grounds; this occasionally requires visual checks under raised floors and above ceilings
• Must be able to spend long periods of time standing and walking when escorting uncleared visitors or similar access-control related duties
• Must be able to perform data entry and security-related computer-based tasks for significant periods of time.
• Must be able to respond to visual and auditory alarms and other indicators of emergency situations within the time and response parameters outlined in the appropriate DCIDs, ICDs, NISPOM/32 CFR Part 117, and facility operating procedures.
• Must be able to communicate visually and verbally with others effectively during both normal and emergency operations.
• Occasional lifting and moving of equipment and supplies with weights of up to 25-30 pounds.
• This is an essential position supporting ARLIS security, occasionally requiring attendance on evenings, weekends, holidays, and during emergency closings, such as inclement weather.
Preferences:
• Bachelor's degree or equivalent security experience.
• 3-5 years experience as a CPSO or industrial security specialist managing SAP-related programs in a facility (or facilities) containing SCIFs or SAPFs including having responsibilities for opening, closing, securing, monitoring, and auditing such facilities.
• Must be able to obtain a TS/SCI security clearance. If selected, you must meet the requirements for access to classified information and will be subject to a government security clearance investigation that includes criminal and credit history checks, as well as verification of U.S. citizenship, birth, education, employment, and military history.
• Preferred (at least one): CDSE, Introduction to SAPs - SA101.01 and SAP Mid-Level Security Management - SA201.01
• DOD Security Specialist Course VILT - GS101.10
• Knowledge and experience using 32 Code of Federal Regulation (CFR) Part 117, NISPOM
• Familiarity and/or experience using JADE; have a working knowledge of Scattered Castles
• Familiarity and basic knowledge of TEMPEST countermeasures and assessments.
• Successful completion of basic applicable DCSA Center for Development of Security Excellence courses (or equivalent DoD/IC courses) such as: SCI Security Refresher (SCI100.16); Orientation to SAP Security Compliance Inspections (SA210.01); Introduction to Special Access Programs (SAPs) (SA101.01) Introduction to Information Security (IF011); Personnel Clearances in the NISP (ISI142); and Visits/Meetings in the NISP (IS023) etc.
• Familiarity with Technical Surveillance Countermeasures (TSCM) surveys and assessments.
• Hands-on experience using DISS and related programs for visitor management and personnel clearance verification. Experience administering, operating, monitoring, and troubleshooting alarms, access control systems, CCTV systems, and associated infrastructure.
• Experience Overseeing the accurate inventory, distribution, accountability, and destruction of COMSEC keys and related material; training on maintaining COMSEC material and equipment.
• Working knowledge of badging, access control systems, alarm systems, CCTV, and other related infrastructure.
• Working knowledge of relevant DoD organizations, systems, websites, and databases needed to support a Cleared Defense Contractor.
• Working knowledge of Intelligence Community Directives, Special Access Program policies, and NISPOM/32 CFR Part 117 requirements.
• Experience managing or working closely on a COMSEC account for keyed COMSEC material.
• Familiarity and knowledge of the RMF process outlined in the Joint SAP Implementation Guide.
• Knowledge and experience creating and managing all aspects of the DD Form 254.
• Prior experience in industrial security administration within the defense industry or government sector.
• Ability to work independently and collaboratively with other technical and non-technical personnel in various settings.
• Ability to positively interact on a professional level with senior government and university leadership.
• Knowledge of a government sponsor’s security program, policies, and procedures.
• Must have the ability to work in a dynamic environment and effectively interact with numerous DoD, military/civilian personnel, and industry partners.
• Prior experience working in events coordination or events management.
• Effective Communication: Excellent verbal and written communication skills to interact with diverse groups, including managers, clients, and attendees.
• Problem-solving abilities: Quick thinking and effective problem-solving skills to address any issues that arise during events.

MINIMUM QUALIFICATIONS:
Education: Bachelor’s degree from an accredited college or university.
Experience: Three (3+) years of professional as a CPS or industrial security specialist managing SAP-related programs in a facility (or facilities) containing SCIFs or SAPFs, including having responsibilities for opening, closing, securing, monitoring, and auditing such facilities. Strong understanding of classified material control procedures and incident response protocols.
Other: Additional work experience as defined above may be substituted on a year-for-year basis for up to four (4) years of the required education.

Ability to manage multiple tasks simultaneously and prioritize work appropriately.
Ability to work independently and collaboratively with other technical and non-technical personnel in various settings.
