Position Summary

Odyssey Systems has an exciting opportunity for a Program Manager providing support to the Air Force Life Cycle Management Center/PEO Electronic Systems Directorate (AFLCMC/HB). The Air Force Program Execution Office for PEO Electronic Systems (AFPEO/HB) has the collective Air Force Materiel Command (AFMC) mission responsibility to manage and execute the modernization, development, testing, production, fielding, and sustainment of the PEO Digital portfolio, which includes over 130 programs for the United States Air Force (USAF) and foreign allies. AFLCMC/PEO Digital Directorate is headquartered at Hanscom Air Force Base, MA with geographically separated operating units CONUS and OCONUS.

This is a part time position located at Hanscom Air Force Base, MA and directly supports the Chief Architect for the Deputy Chief of Staff for Intelligence, Surveillance, Reconnaissance and Cyber Effects Operations .

Responsibilities

In this role, you will leverage comprehensive knowledge of engineering research principles, system acquisition, and program management, as well as expertise in roles and relationships within the HB and small business community. You will be responsible for planning, researching, analyzing, and assessing the suitability of systems for potential integration into the HB portfolio of programs. Additionally, you will coordinate industry events, engage with local small businesses, and collaborate with system acquisition technical directors to support the development, production, and deployment of weapon systems and associated equipment.
Key Responsibilities:
  • Program Management & Acquisition Support:
    • Develop and support various briefings, schedules, and reports on program status and acquisition tasks for senior management.
    • Assist in Program Acquisition Reviews (PAR), senior-level meetings, and Integrated Master Plan/Integrated Master Schedule (IMP/IMS) reviews.
    • Provide strategic recommendations to meet cost, schedule, and performance objectives.
  • Acquisition & Systems Architecture Expertise:
    • Support all aspects of acquisition planning and systems architecture development.
    • Work with prime contractors, subcontractors, and international suppliers to execute programs successfully.
    • Independently represent the program office (without decisional authority) in various forums.
  • Program Office & Technical Meeting Support:
    • Prepare and support program office activities and meetings, including U.S. Government-internal meetings, case reviews, design reviews, Program Assessment Reviews (PAR), Interface Control Working Groups (ICWG), and Technical Interchange Meetings.
    • Provide a working-level understanding of DoD Command and Control Systems and their relationship to technology architecture.
  • Collaborative Architecture Working Group (CAWG) Management:
    • Organize, coordinate, and document CAWG meetings.
    • Maintain a CAWG Team site on the DAF Teams Tenant (NIPRNET) and a SharePoint site on SIPRNET.
    • Track and report on CAWG lines of effort, ensuring alignment with program objectives.
    • Develop briefing materials, reports, and other electronic communications, including email, chat, OneNote, and whiteboards.
  • Enterprise Architecture Development & Repository Management:
    • Establish and maintain the DAF Enterprise Architecture Repository.
    • Collaborate with government agencies to develop and manage a Defense Intelligence Mission Area (DIMA) Architecture Federation and Integration Portal (AFIP) Digital Engineering Environment.
    • Ensure repository governance, standardize architecture integration, and facilitate project hosting and integration within the enterprise framework.
  • Administrative Support to the AF ISR Chief Architect:
    • Assist the AF ISR Chief Architect with scheduling meetings, monitoring tasks, reviewing responses, and providing administrative support.


Qualifications

Citizenship: Must be a US citizen

Minimum Required Qualifications

Clearance: Active Secret clearance required

Education: Bachelor's degree (BA/BS) required

Experience: 5 years of directly related experience, with at least 2 years in the DoD environment
  • Analytical Skills: Strong knowledge of qualitative and quantitative techniques for gathering, analyzing, and measuring the effectiveness, efficiency, and productivity of DoD programs
  • Program Support Expertise:
    • Ability to assess program schedules and cost baselines
    • Capable of recommending viable solutions to challenges and proposing alternative courses of action
  • Communication Skills:
    • Strong written and verbal communication skills
    • Ability to develop high-quality acquisition and program documentation, including briefings, reports, and strategic plans

Preferred Qualifications:

Education: Bachelor's or Master's Degree in a related field and at least 3 years of experience in the respective technical / professional discipline being performed, 2 of which must be in the DoD

Experience: At least 3 years of experience in the relevant technical or professional discipline, with a minimum of 2 years in the DoD environment
  • Technical Proficiency:
    • Proficiency in Microsoft Office Suite, including SharePoint and calendar management
  • Soft Skills:
    • Strong organizational skills and ability to manage multiple priorities
    • Excellent interpersonal skills with the ability to communicate effectively with all levels of management and the general public
    • Ability to interpret technical requirements and translate them into actionable plans for non-technical stakeholders
    • Professional discretion and tact when engaging with senior executives
