Systems Application & Technologies, Inc. (SA-TECH) is a progressive and well-established Department of Defense (DoD) contractor specializing in Range operations and maintenance (O&M); weapons testing; facilities management; aerial, ground and seaborne targets O&M; technical, logistics and other engineering support; systems integration; electronics and communications maintenance services; and a growing cybersecurity business. SA-TECH is currently pursuing a contract to support the West Desert Test Center (WDTC) located at Dugway Proving Ground (DPG), Utah, which is the nation's designated Major Range Test Facility Base (MRTFB) for chemical and biological defense. The WDTC plans, conducts, evaluates, reports, and supports Chemical and Biological (CB) and non-CB testing efforts for the Department of Defense (DoD), other federal agencies, private industries, and foreign Governments (e.g., environmental assessment/impact evaluations, weapons and munitions demilitarization, chemical energetics/homemade explosive testing, unmanned systems testing, direct and indirect fire weapons testing, hazard assessments, and technical/logistical support of operations at DPG).

At DPG, SA-TECH is looking to bring a seasoned Program Manager onto our team to serve as the primary company point of contact for us on the WDTC contract and assume responsibility for our performance on the program.

Specific duties include (but are not limited to):
  • Manages all program activities including assuming ultimate responsibility for all operations, personnel, budget, and contract administration functions.
  • Establishes performance standards for contract managers and leaders as well as minimum acceptable qualifications of engineering professionals and Subject Matter Experts.
  • Prepares reports, including administrative and technical, that are relative to contract requirements to ensure contractual compliance.
  • Provides strategic oversight of major system development and instrumentation modernization efforts.
  • Manages and maintains relationships with vendors and subcontract teaming partners.
  • Establishes and monitors specific objectives and strategies for negotiation all Collective Bargaining Agreements.
  • Serves as primary point of contact for internal and external audit agencies.
  • Represents the company as the senior executive with local and state organizations such as economic development and academic councils.
  • Provides leadership and support for ongoing operations and suggests modifications and enhancements to maintain efficient and productive business performance and drives growth.
  • Participates in key decisions as a member of the executive management team and maintains close relations with all members of the management team.
  • Performs any other duties necessary to ensure the successful performance of the contract.
Work Conditions:
  • Work is mostly performed in an environmentally controlled office environment but occasional field work would expose you to the environment.
  • Must be capable of sitting and entering data on a computer keyboard for extended periods of time.
  • Must be able to view computer monitors for extended periods.
  • Must be able to lift 30 pounds unassisted.
  • Must be able to wear appropriate Personal Protective Equipment (PPE) for work tasks that require such protective gear.

Requirements

Education/Experience/Skills
  • Master's degree, MBA or MS in science/engineering from an accredited university.
  • At least ten (10) years of management experience to include five (5) years of direct DoD contracts program management experience in chemical/biological defense programs or equivalent.
  • Must have a Top-Secret security clearance.
  • Must have experience developing and managing of work breakdown structures (WBS) and earned value management (EVM) measurements.
  • Must have demonstrated ability in monitoring, reporting, and briefing/presenting overall project cost, schedule, and performance to the customer.
  • Experience with marketing, identifying customer requirements, developing cost-effective solutions, leading proposal efforts, preparing cost estimates, planning, and executing multiple projects would be very helpful for this role.
  • Must be proficient in using Microsoft (MS®) Project or similar project management software.
  • Current Driver's License required; must be able to be insured through company's vehicle insurance policy while driving work/government/rental vehicles during working hours, and for the duration of employment.
  • U.S. Citizenship required and you must have a U.S. DoD Top Secret (TS) Security Clearance prior to hire date and maintain a TS clearance throughout employment.
  • Must be able to pass a pre-employment drug screening and physical, as well as periodic retests.
  • All candidates will be required to pass background screening to include SSN, Driver's Record, and Criminal Background Investigation.
