Geospatial-Intelligence Agency (NGA) is REQUIRED.
About Us: Thomas & Herbert Consulting (T&H) is veteran owned small business (VOSB) and
small disadvantaged business (SDB) that delivers Geospatial Intelligence (GEOINT),
Information Technology, and Management Consulting solutions for NGA, the DoD/IC and
Federal Civilian agencies.
T&H is a prime contractor on the NGA GEO-SPI B IDIQ, a $900 million, 7-year contract
established to provide NGA customers with GEOINT, Artificial Intelligence/Machine Learning
(AI/ML) and Information Technology solutions.
T&H is a major subcontractor on the NGA Research and Development Contract (RDC), a
$794.1m, 7-year IDIQ contract established to provide NGA customers with development,
maturation, testing and integration of R&D concepts into functional prototypes, transition of
developed capabilities into an operational capability, and provision of cloud environments for
development activities.
NGA is in the early stages of initiating MAVEN, a major AI/ML initiative.
Position Summary: We are looking for a motivated and results-driven Director of Business
Development to become a member of our team to drive new business development primarily
with NGA via the GEO-SPI B, RDC, MAVEN and other NGA contracts and requirements. The
selected candidate will be responsible for seeking out new business prospects, establishing and
maintaining a pipeline of viable business opportunities, shaping opportunities, and capturing and

,winning new business opportunities, primarily at NGA. The selected candidate will work
closely with T&H’s partner companies on the NGA GEO-SPI B, NGA RDC, MAVEN, and
other Federal/DoD/IC contracts, as required, to pursue and win new business.
Responsibilities:
Generate a minimum of $5 million in new business annually via executing the tasks below,
as well as other tasks as required:
• Develop and maintain a pipeline of new business opportunities via the NGA GEO-SPI B,
NGA RDC, NGA MAVEN, and other NGA and Federal/DoD/IC contracts.
• Develop and maintain a call plan of NGA decision makers to establish a business
relationship and meet with them to learn requirements and share T&H’s capabilities.
• Leverage your existing relationships at NGA, and other federal intel agencies, to identify
viable business opportunities and shape the opportunities.
• Develop and maintain strong relationships with NGA decision makers, and T&H’s
industry partners to assess organizational and developmental needs.
• Focus business development pursuits on the following service offerings: GEOINT,
AI/ML, Information Technology, Cyber Security and related areas.
• Demonstrate a strong understanding of NGA’s current and emerging needs and align
T&H’s solutions with the needs to win new business.
• Attend formal and informal NGA networking events to create and maintain awareness of
T&H’s solutions and value-add at NGA, and to identify new business opportunities.
• Identify specific ways to increase subcontracting opportunities to T&H protégé firms
under our NGA Mentor-Protégé Program.
Qualifications:
• A Bachelor’s degree in Business, Marketing, Information Technology or a related field is
required.
• A minimum of 10 years of experience in generating new business at NGA, focused on
GEOINT, AI/ML, Information Technology, and related areas. Must have current/existing
relationships at NGA, specifically within the following directorates: Analysis and Source.
• Proven track record of achieving sales targets and business growth.
• Outstanding communication abilities, including establishing and upholding
relationships with many different stakeholders.
• Knowledge of the federal contracting process.
• Capable of working both independently and cooperatively in a dynamic, fast-paced
setting.
Attentive and organized, while being able to manage multiple tasks and priorities
effectively.
