PatchPlus Consulting is seeking a seasoned mobilization and deployments subject matter expert for immediate hire. The Air National Guard (ANG)/A2 is a dynamic, collaborative work environment among military, government civilian and contractor personnel working toward organizing, equipping and training ANG field units. The contractor shall perform staff support services for portions of the National Guard Bureau’s (NGB) ANG Intelligence and Cyber Effects Operations (NGB/A2/6), and Air Operations (NGB/A3/10) Directorates. This contract supports the NGB/A2/6 ISR, Security and Resources staff and the NGB/A3/10 Strike and C2 staff in meeting the field’s need for funding, training, materials, and equipment.

ANG Mobilization Support SME will manage ANG ISR and C2 Global Force Management (GFM) to include mobilization, deployments, Functional Area Manager (FAM) support, and Manpower Military Personnel Appropriation (MPA) Man-day Management System (M4S) Support. The contractor’s focus is to ensure ANG personnel are effectively employed to meet ANG operational requirements.

Responsibilities/Duties:

Liase and coordination between supported MAJCOMs and ANG units.

Identify ANG ISR and C2 mobilization and deployment vacancies and make staffing recommendations.

Represent NGB ANG ISR and C2 staff at various meetings and address any ANG ISR and C2 career field issues and functional concerns.

Coordinate with appropriate FAMs to ensure manpower, training, and sustainment supports ISR and C2 mobilization and deployment requirements and readiness IAW AFI 10-401.

Work with ISR and C2 FAMs to plan and implement the ANG ISR and C2 deployment policy and requirements in accordance with AF and ANG regulations and other directives to maximize ANG ISR and C2 combat readiness.

Understand how policies and regulations affect readiness of ANG units within the ISR and C2 portfolios.

Support the ANG program manager for all ANG ISR and C2 Mobilization and Deployments in accordance with applicable AFIs and ANGIs.

Coordinate with ANG ISR and C2, HAF and MAJCOM staffs on matters of AF operations planning and execution for GFM; monitor compliance with AF GFM policy and identify any necessary corrective actions to ensure adherence to policy.

Coordinate with ANG unit commanders to ensure compliance with AF, MAJCOM, and ANG mobilization policy.

Recommend program priorities to the ANG ISR and C2 staffs and if approved, initiate and coordinate actions to satisfy field requirements.

Function as the point of contact for issues involving ANG ISR and C2 mobilizations, deployments, and exercises.

Monitor MPA levels for ANG in-place operations, coordinate with units and MAJCOM FAM to ensure ANG units have adequate MPA resources to satisfy COCOM requirements.

Recommend MPA unit allocation initial levels and adjustments to NGB functional and gaining MAJCOM FAM.

Routinely monitor, analyze, assess, and advise on deployment, mobilization and exercise status of ANG ISR and C2 personnel accounted for in the various mobilization databases.

Identify ANG ISR and C2 mobilization and deployment vacancies and make staffing recommendations for the ANG ISR and C2 community.

Requirements:

Clearance: TS/SCI

Ability to synthesize information and produce briefings and reports for senior leadership

Years of Experience Required: 10+ with a combination of

Mobilization and readiness / Staff work /FAM

Preferred Qualifications:

Bachelor’s Degree

Familiarization with Defense Readiness Reporting System (DRRS)

Familiarization with Deliberate and Crisis Action Planning and Execution System (DCAPES)

Familiarization with Manpower Military Personnel Appropriation (MPA) Man-day Management System (M4S)
