Position Description

Serco is excited to continue our support to the F-35 Joint Strike Fighter (JSF) Joint Program Office (JPO). This contract provides program management support in support of the full acquisition lifecycle of the F-35 program, to include development, production, and sustainment.

This position is contingent upon your ability to maintain/transfer your DoD Secret clearance.

The F-35 JPO International Directorate (ID) is the focal point for all F-35 Fleet Users, to include U.S. Services, International Partners, and Foreign Military Sales programs to ensure ID integration throughout the F-35 enterprise and to ensure the delivery of 5th Generation combat capability to Warfighters in support of coalition operations. The Contractor shall provide support to the National Deputies who are the F-35 Program's senior national representative for their Participant country within the JSF Program Office and are responsible for providing day-to-day representation of the cognizant Partner nation on all matters related to the F-35 Program. The Contractor shall provide support to the U.S. Service Deputies who are assigned to the JPO to ensure immediate/critical U.S. Service insight to the Executive Leadership Team (ELT) and Senior Leadership Team (SLT). The Contractor shall provide support to the Foreign Military Sales USG Program Managers who represent the Foreign Military Sales Foreign Liaison Officers for country within the JSF Program Office and are responsible for providing day-to-day representation of the cognizant Foreign Military Sales nation on all matters related to the F-35 Program.

Our Program Manager (Senior), Joint Program Office (JPO), Crystal City, Arlington, VA, is responsible for supporting and advising JPO US Service Deputies from the USAF, US Navy, and USMC on current F-35 program modernization, production, operational, and logistics and sustainment aspects of the program. Our Program Manager (Senior) supports the US Service Deputy Team with their interactions with the U.S. Services F-35 Integration Offices (IOs), and Resource Sponsors (RSs); and the JPO Executive Leadership Team (ELT), Senior Leader Team (SLT), Program Management Offices (PMOs), and Integrated Product Teams (IPTs). Our Program Manager (Senior) performs critical program, financial, technical, and/or business case analysis and provide insights and recommendations to ensure situational awareness relating to program risk or probability of success.

In this role you will:
  • Provide expert management in the areas of F-35 US Service Deputies activities.
  • Support US Service Deputies by participating in assigned meetings, providing Service perspective, and reporting Service specific concerns back to the JPO SDs and/or Headquarters.
  • Provide analysis of Estimated Delivery Dates (EDD) and the improvement or degrading of the EDD for high priority squadrons.
  • Provide Monthly quad charts to International Directorate for Service Status and upcoming events.
  • Provide inputs and collected notes and action items for regularly scheduled meetings such as F-35 Weekly Huddle, Service Headquarters and JPO discuss F-35 needs and opportunities, Service Deputy Bi-weekly tag-ups, Biweekly meetings to discuss JPO Service Deputy meeting assignments, calendar, and important events, F-35 prime contractor, JPO, and DCMA Production Performance and Status Reviews, F-35 delivery planning meetings.
  • Review and interpret directives from higher authority regulations, instructions, periodicals, and publications to maintain current expertise and knowledge.
  • Ensure new technology and lessons learned are incorporated into F-35 US Service Deputies processes; establishes suitable methods of assessing and continually improving processes.
  • Develop, evaluate, advise, and improve efficiency and effectiveness of work methods and procedures, and manpower utilization.
  • Use strong communication skills including the ability to communicate orally, via written letters and memorandum, email, and presentation. Ability to prepare and present convincing oral and written presentations at all levels of government and industry, and foreign allies.

Qualifications

To be successful in this role, you will have:
  • Ability to obtain a DoD Secret clearance.
  • Master's Degree in Science, Engineering, Business Management or related discipline
    • or a Bachelor's Degree plus 4 years additional work experience related to the labor category functional description (14 years total).
  • The ability to provide onsite support at the F-35 Joint Program Office (JPO) located in Crystal City, VA a minimum of 2-3 days per week, each week. Onsite days in the JPO office may increase to provide onsite support up to 5 days per week to support the needs of the customer. Exact days in office at the JPO must be coordinated with F-35 customer and approved by your Serco manager.
  • At least ten (10) years' experience in program management, technical, or business analysis discipline, in weapon systems acquisition and life cycle management.
  • A minimum of six (6) years out of 10 years of recent work experience related to analysis and planning.
  • At least three (3) years in support of a Major Defense Acquisition Program (MDAP).
  • Leadership experience in US Service-related military operations or defense acquisition program management related to weapons system acquisition, employment, and life cycle management.
  • Knowledge in DoD Instruction (DoDI) 5000.2 (Operation of the Defense Acquisition System), DoD Directive (DODD) 5530.03 (International Agreements), and the International Cooperation in Acquisition, Technology and Logistics (IC in AT&L) Handbook.
  • The ability to assist with task support of acquisitions, financial management, risk management, systems engineering, total ownership cost determination, acquisition coordination, and communications.
  • Demonstrated knowledge of the principles, policies, and practices of system acquisition to plan, organize, and coordinate critical aspects of the development, production, and deployment of systems, subsystems, and equipment.
  • Demonstrated knowledge of the system equipment life-cycle phases and the documentation, analyses, and reviews associated with those phases.
  • The ability to travel 25%.
