Responsibilities

Noblis is seeking Policy and Strategy Analysts for our client's operational requirement on a mission-focused program located in Bethesda, MD or McLean, VA.

Responsibilities Include:
  • Lead or substantially participate in executing intelligence studies.
  • Develop needs and translate into requirements.
  • Define and gain approval for a Terms of Reference by collecting, normalizing, and preparing data.
  • Provide data analysis from quantitative and qualitative data, and apply qualitative and quantitative analytic techniques to develop well-formed and supported alternatives/recommendations for Intelligence Community (IC) decision-making.


Required Qualifications

  • Active TS/SCI with CI Polygraph.
  • Experience working with IC agencies and provide k nowledge of and/or experience with IC systems, processes, data, and policies.
  • Experience with gathering, normalizing, and analyzing qualitative and quantitative data.
  • Experience in designing and delivering executive-level decision analytics, papers, and studies.


Senior Level
  • Bachelor's degree with 10+ years of prior relevant experience, Master's with 7+ years of prior relevant experience, or PhD with 5+ years of prior relevant experience.
  • Compensation: $97,400 - $152,225

SME Level
  • Bachelor's degree with 12+ years of prior relevant experience; Master's with 9+ years of prior relevant experience; or PhD with 7+ years of prior relevant experience.
  • Compensation: $129,700 - $202,675

Senior SME Level
  • Bachelor's degree with 15+ years of prior relevant experience, Master's with 12+ years of prior relevant experience, or PhD with 9+ years of prior relevant experience.
  • Compensation: $156,900 - $245,175


Desired Qualifications

  • Knowledge of and/or experience with national intelligence missions such as counterterrorism, counterproliferation, counterintelligence, counterinfluence, or cyber.
  • Knowledge of and/or experience with IC collection analytic methods, and the ability to communicate with senior leaders and action officers from across the IC.
  • Experience designing, administering, and analyzing surveys, and resultant information.
  • Knowledge of statistical methods and analytic software toolsets such as Excel and Tableau.
  • Experience with planning and conducting formal studies.
  • Ability to work within a highly dynamic environment, often with multiple competing priorities.

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis' total compensation package.

Posted Salary Range

USD $97,400.00 - USD $245,175.00 /Yr.
