Strategos Consulting LLC (est. 2008) is a Service-Disabled Veteran-Owned Small Business (SDVOSB) that identifies and provides usable solutions (non-personnel support services, consulting, training, and engineering) to the US Government and its partners. Strategos provides three services designed to complement one another to provide the highest quality service and products.
Strategos Consulting LLC is pursuing a government contract that will directly support the Naval Construction Training Center (NCTC) in Gulfport, Mississippi.

TRAINING MASTER SCHEDULER
The Training Master Scheduler is considered key government personnel. Strategos is looking for a Training Master Scheduler to coordinate all on-site and scheduled off-site training conducted by the Naval Construction Training Center Gulfport.

This position will coordinate input from the Center for Seabees and Facilities Engineering (CSFE) and Naval Education and Training Command (NETC) regarding the number of classes, area of instruction, class size, and schedule dates for proposed classes.

As well as making all arrangements for classroom availability and assignments, ensuring required training aids are made available for each class, coordinating and monitoring all classrooms and laboratory facilities assigned to NCTC Gulfport, and providing student rosters to assigned instructors.

The Training Master Scheduler will serve as the single point of contact for all matters related to “A” (Apprentice Training), C1 (advanced specialized skill training), D1 (Individual, not rating-specific professional development functional skill training), F1 (Individual skill or rating-specific functional training), and G1 (Pipeline skill progression Training), all related courses associated with NETC Seabee basic, intermediate, and advanced training. Responsibilities include:

• Respond to all correspondence about course issues. Receive phone calls and visitors and answer inquiries concerning scheduling courses.
• Ensure the essential NITRAS (Navy Integrated Training Resources and Administration System), CETARS (Corporate Enterprise Training Activity Resource Systems [US Navy]) and Master Course Reference File (Seabee University/Course Schedule) are current and by NCTC, NETC and CSFE directives.
• Draft and submit schedules for Naval Technical Training conducted at NCTC Gulfport and off-site facilities.
• Maintain records and data pertaining to all courses of instruction at NCTC Gulfport.
• Schedule and conduct weekly scheduling meetings between NCTC Gulfport, Schoolhouse Departments, D1 and F1 course coordinators, the Naval Construction Group Two (NCG2) and tenant Naval Mobile Construction Battalion (NMCB) training personnel.
• Develop and submit weekly C1, D1, F1, and G1 school course schedules for approval and promulgation.
• Identify scheduling conflicts, provide coordinated recommendations for approval and implement resolutions to scheduling issues in order to facilitate courses to the maximum extent.
• Inform government training department of, and propose resolutions to, issues arising from “A”, C1, D1, F1, and G1 school course completion packages.
• Assist the Business/Financial Management Department Head (N8) with matters pertaining to “A”, C1, D1, F1, and G1 scheduling and school costs associated with courses taught, Equipment Replacement Plans (ERPs) and information on schedules for reimbursable billings.
• Provide Command data for facilities level utilization and scheduling briefs pertaining to school courses.
• Ensure monthly Metrics brief is updated and ready for presentation.
• Coordinate/liaise with NCTC Gulfport Company Commanders, Course Managers, NCG2 and tenant command training personnel for approval on matters relating to Naval technical training schedules and opportunities.
• Provide advance notice of technical training opportunities to NCTC Gulfport Company Commanders, Course Managers, NCG2 and tenant command training personnel of any approved changes to establish schedules to facilitate continued coordination and minimize discrepancies in student attendance.
• Class scheduling is determined by the number of courses scheduled to convene throughout the fiscal year. Additional classes may be scheduled and courses added based on inter-service training requirements. All class schedules will be submitted as a draft copy for review and approval by the onsite immediate supervisor.
• Manage class quota request and course enrollments for applicable C, D, F, and G courses, utilizing the enterprise Navy Training Reservation System (eNTRS). They will ensure quotas/reservations are in compliance with course schedules, training instructions, and directives.
• Coordinate C and G course quotas requirements based on unit request with the CSFE Production Line Manger (N53) to manage quotas. They will coordinate/liaison all quota conflicts and provide recommended resolutions to help maximize training opportunities.

SKILLS AND KNOWLEDGE REQUIRED FOR TASK 1: TRAINING MASTER SCHEDULER POSITION:
The Training Master Scheduler shall have specialized experience, knowledge, skills and abilities to successfully perform the duties of the position. Experience should demonstrate a practical knowledge of the subject area of the position and the methods and techniques utilized in scheduling training in both a classroom and field exercise environment. The Training Master Scheduler shall possess knowledge of Navy Seabee structure and be familiar with all construction related vocations.

The Training Master Scheduler shall have training scheduling experience gained through educational and job experience. The Training Master Scheduler shall be able to communicate clearly, concisely and effectively with all levels of personnel within the training environment. The Training Master Scheduler shall have knowledge and ability to operate computers and other office automated systems in order to prepare reports/ presentations, data input and extraction and possess experience in drafting course curriculum.
Minimum Qualification:
• The Training Master Scheduler shall possess a training scheduling background and a minimum of 5 years of scheduling experience as a training scheduler.
Physical Demands: Work is primarily in an office environment. Course monitoring will on occasion require interaction and observation in a field construction site environment with a minimum degree of physical exertion.
During site project monitoring, the Training Master Scheduler will be required to be knowledgeable of safety regulations and requirements involving construction site operations. The Training Master Scheduler shall wear all prescribed safety gear/equipment when appropriate.
Work Environment: The contractor working environment is primarily in an office setting. Project site observations involve everyday risks and discomforts associated with work on a construction site.
