Status: Contingent Upon Award
Salary Range: $100,000 - $112,000

Knowesis is looking for an experienced Finance – Budget Formulation and Executive Strategy Coordinator to support the DHS appropriations process, working directly or indirectly with Congressional Appropriators, OMB Examiners, and/or DHS strategy teams. In this role the ideal candidate will provide executive strategy and guidance to promote the client’s finance and budget strategy.
To be eligible for this position, candidates must have Top Secret clearance and possess U.S. Citizenship without the need for sponsorship, both now and in the future. Applicants without proof of U.S. Citizenship will not be considered due to the position’s security clearance requirements.
The Job Duties and Responsibilities include but are not limited to the following:
• Support the development and maintenance of strategies, which establish linkage among planning elements such as vision, mission, goals, objectives, strategies, performance management initiatives and multi-year planning
• Assist CSD in aligning organizational investments in people, technology, and capital connected to its strategic objectives.
• Conduct analysis to assist the CSD in managing its portfolio of programs, including recommending process improvements and innovative technologies and methodologies that can be leveraged.
• Provide recommendations for improving the organization’s priorities and business processes.
• Develop business improvement strategies in alignment with the CSD priorities.
• Provide advice and business planning services to support the development, analysis, integration, and implementation of program planning and assessment, as well as risk trade- off, requirements, alternatives, and feasibility studies that advance the goals and objectives of the organization.
• Develop long-range objectives and strategic plans with customers that identify internal and external strategic issues that could affect overall organizational effectiveness.
• Plan and coordinate business reviews, resource allocation, organizational structures, and financial analysis to maintain and support strategic and operational plans.
• Assist the customer with development of plans that drive the execution of strategic development initiatives and implementation plans.
• Assess new business/technology opportunities and potential impacts to formulate recommendations and offer multiple courses of action for resolution.
• Prepare and deliver presentations, key data, and timely analysis of recent events, business trends, and other relevant information that impact CSD’s priorities and operations to senior management, business unit leadership, and stakeholders.
• Be knowledgeable in and support the development of strategic plans; Resource Allocation Plan (RAP) and Program Decision Options (PDOs); Office of Budget and Management Justification (OMBJ) and Congressional Justification (CJ) volumes, attachments, and artifacts; and Appropriation Committees’ Technical Assistance requests.
• Interpret and analyze congressional legislation; prepare Congressional Budget Justification Reports.
• Develop Budget presentation materials, visuals, and analyses. Draft executive-level talking point language to accompany budget materials. Write detailed narratives to accompany budget data/packages for a wide range of stakeholders.
• Perform a variety of complex analytical tasks in support of programs to include cost estimating, resource planning and growth analysis, and long-range budget planning/analysis. Present analyses to leadership and provide recommendations to budget priorities as needed.
• Develop plans and monitor tasks to meet requirements for assigned program(s). Maintain oversight of all requirement tracking resources, ensuring accuracy, completeness, and demonstrating advanced planning/coordination.
• Recommend, document, and manage new or updated processes, develop project plans and schedules as required.
• Create ad-hoc Planning, Programming, Budgeting, and Execution (PPBE) reports as required.
• Support development and delivery of budget formulation training content.
• Manage highly complex budget data sets, tracking and validating budget formulation data throughout the PPBE cycle. Support data planning, analysis, correlation, and integration activities across CSD, leading data collection and validation sprints and implementing data into tracking sources. Advanced experience with Microsoft Excel and Power BI to analyze and visualize data.
• Develop reports and analyze performance metrics and programmatic PPBE documents.
• Conduct research and develop informational products articulating budget requirements to stakeholders.
• Support CSD information technology (IT) investment management activities using Capital Planning and Investment Control (CPIC) best practices.

Required Qualifications:
• Minimum 5 years DHS Planning, Programming, Budgeting, and Execution (PPBE) experience.
o DHS PPBE experience shall include knowledge of budget formulation artifacts such as Resource Allocation Plan (RAP) and Program Decision Options (PDOs); Office of Budget and Management Justification (OMBJ) and Congressional Justification (CJ) volumes; and Appropriation Committees’ Technical Assistance requests.
• Experience the following areas:
o Supporting the DHS appropriations process, working directly or indirectly with Congressional Appropriators, OMB Examiners, and/or DHS strategy teams.
o Drafting executive-level communications (e.g., talking points and briefings) with few edits required.
o Creative/outside-the-box thinking with the ability to identify problems and recommend alternative and reasonable solutions.
o Ability to work in a fast-paced, dynamic environment and manage multiple tasks simultaneously.
o Organizational change management, technical roadmaps, and strategy development and implementation.
o Tying strategy to budget and drafting content for narratives in support of the federal PPBE process

Preferred Certifications:
• Completion of DHS or DAU PPBE Courses.

Required Education:
• Master of Arts or Master of Science (MA/MS) degree with a minimum of 6 years of experience OR a Bachelor’s degree and 10 years of experience as well as a minimum of 5 years DHS Planning
