Job Summary

At Battelle Cyber, we solve the toughest problems in the world. We take a cross-discipline approach to develop vertically integrated cyber solutions leveraging deep expertise across microelectronics, computer science, and electrical engineering.

Battelle is seeking an experienced professional for the Senior Program Manager (PM) position within our Cyber Trust and Assurance division in Columbus, OH or Chantilly, VA. This role manages a high level of technical complexity and programmatic risk. The PM will build upon current large-scale programs to secure new programs, leverage contacts within the space to build new business, develop and maintain an executable technology roadmap to guide internal investment, find and orchestrate large market engagements, and build the portfolio infrastructure to grow into larger markets within microelectronics, advanced analytics, and AI/ML.

Responsibilities

  • Lead the portfolio team with ultimate responsibility for meeting technical, cost schedule, quality, financial and contractual performance.
  • Oversees development of major program and/or portfolio plans covering the strategic business plan, technical content, program management best practices, and program execution support.
  • The primary point of contact for the Customer on existing and follow-on programs.
  • Leverage understanding of microelectronic design, security systems engineering, ASIC design, FPGAs, research and development, manufacturing, IT infrastructure, and foundry knowledge to meet customer and corporate requirements and strategic initiatives
  • Provide periodic program management reviews (monthly & quarterly), and support timely inputs/approvals of EACs
  • Oversees the development of major program and/or portfolio metrics and baselines from customer needs, market trends and budget data assessment. Actively contributes to the Business Unit strategic plan.
  • Collaborate across internal organizations with multi-disciplined engineering teams to develop and execute projects
  • Develops and manages alliances. Identifies and develops close collaborative ongoing long term relationships and agreements between two or more entities with the intent of accomplishing mutually compatible organizational and program goals that would be difficult for each to accomplish alone.
  • Consults with client on future program direction, their business plans and priorities and identifies high growth/value opportunities for Battelle.
  • Establishes opportunity development capture plans that position Battelle to win follow on programs as well as understand customer needs, identify and build critical relationships, and prospect for new and unpublished opportunities.
  • Generate proposals, plans, procedures, and reports
  • Recruit, select, and mentor project/program managers, technical and task leads
  • Support the National Security business unit and Cyber business line planning processes

Key Qualifications

  • Bachelor's degree in EE, CS, CE, Math, Physics the Physical Sciences or equivalent with 12+ years of experience; or an equivalent combination of education/experience in a relevant field.
  • 8-10 years of project management with 6+ years on government projects/programs
  • Experience leading, executing, and delegating on a portfolio level
  • Experience with system engineering trade-offs and guiding project, technical and task leads
  • Demonstrated ability to communicate to executive level management, teaming partners, and customers
  • Experience managing multiple subcontractors across task orders
  • High level of understanding and experience with SCI/SAP/SAR programs, security procedures, information systems, and classified physical space requirements
  • High level of diplomacy and patience
  • Experience leading a team of teams; experts in physical sciences and engineering to develop novel techniques, instrumentation, and processes on a complex technical infrastructure
  • Willingness to travel to regional office sites and partner locations across the United States
  • US Citizenship with a Top Secret SCI w/FS poly

Preferred Qualifications

  • Graduate degree in EE, CS, CE, Math, Physics, Physical Sciences, Business, Analytics or equivalent
  • Microelectronics or semiconductor foundry experience
  • Experience supporting government laboratories
  • Experience within a large PMO
  • Project Management Professional (PMP) certification
  • Shipley Certification
