Amentum is the contract service provider to the DOJ ICITAP and Overseas Prosecutorial Development, Assistance and Training (OPDAT) programs.

POSITION SUMMARY:
Amentum is currently seeking a qualified candidate to serve as Law Enforcement Advisor/Instructor (Project Coordinator) - in Colombia. This position will be responsible for assisting the Attaché and Deputy Attaché as liaison with various U.S. and Colombia Government programs and officials, optimizing opportunities for collaboration and cross-training; facilitating supplemental in-country training and mentoring with participation in other international or regional Anti-money Laundering (AML) and Non-Conviction Based Asset Forfeiture (NCBAF) programs or related training events to reinforce international financial crime investigations. The incumbent maintains thorough knowledge of the project, as well as an understanding of how it impacts other stakeholders. Ensures all AML and NCBAF training needs for the Colombia National Police (CNP), and other stakeholders are met.

JOB DUTIES AND RESPONSIBILITIES:
- The incumbent serves as law enforcement expert in developing and implementing ICITAP projects and supports the Law Enforcement Attaché and Assistant Attaché as a liaison between external parties during the ML throughout execution.
- The incumbent maintains thorough knowledge of the project, as well as an understanding of how it impacts other stakeholders. Ensures all ML training needs for the Colombia National Police (CNP), and other stakeholders are met.
- The incumbent works with other staff members to develop a greater understanding of the project and any issues that arise. The incumbent is responsible for collecting, analyzing, and utilizing data and feedback to identify opportunities to improve the relationship between ICITAP, the GOC, and other stakeholders. Proactively solves conflicts and addresses issues that could occur. The incumbent assists with the development and fostering of relationships with the community, stakeholders, and other entities. He/she assists in other areas to support the Mission as needed.
- The incumbent will develop and implement comprehensive capacity building/technical assistance programs for the Department of Justice Strategic Program and Work Plan Development
- Strategically develop, in conjunction with the Government of Colombia (GOC) and subject matter experts, comprehensive capacity building programs, conferences, and events.
- Tailor programs to meet overarching objectives and guidelines, Interagency Agreement terms, DOS and DOJ regulations.
- Design and negotiate comprehensive work plans for activities (long- and short-term programs, conferences, and events).
- Ensure compliance with logistics work plans.
- Monitor and oversee overall program execution.
- Set meetings with GOC interlocutors, follow up on agreements, draft comprehensive meeting notes, and provide recommendations for ICITAP officers.
- Engage and cultivate professional working relationships with a range of stakeholders from the GOC.
- Execute training programs, conferences, and events.
- Draft reports and briefing memos; provide timely and accurate information to DOJ officers as well as headquarters as requested.
- Resolve day to day logistical and work plan issues.
- Perform activity manager functions for activities and projects for which the coordinator is responsible.
- Brief internal project team members on meetings with Colombian government officials.
- Serve as program coordinator with project team members, DOJ staff, and relevant Embassy offices as needed, to ensure a unified and coordinated approach when negotiating, developing, and executing training programs.
REQUIRED SKILLS AND QUALIFICATIONS:
- Education: Bachelor's degree in accounting, International Relations, Business Administration, Pedagogy, or related field.
- Prior Work Experience: 10-15 years of work experience including coordination of training programs and complex project management are required.
- Language Proficiency: Spanish Language Level - 4 (fluent)
- Clearable: Must be able to obtain and maintain a (Public Trust) US Government Clearance. Note: US Citizenship is required to obtain a (Public Trust) Clearance.
