SPECIFIC RESPONSIBILITIES INCLUDE:
Business Development/Program Manager responsibilities include aiding in the negotiation of contracts and contractual changes and coordinating preparations of proposals, plans, specifications, and financial conditions of contracts. Ensures adherence to master plans and schedules, develops solutions to program problems, and directs work of incumbents assigned to program from various departments. Ensure projects are completed on time and within budget coordinates and monitor the scheduling, pricing, and technical performance of programs assigned. Acts as advisor to program team regarding projects, tasks, and operations. Familiar with standard concepts, practices, and procedures within a particular field. The Contractor shall provide administrative support for duties which require the ability to plan, develop, and execute programs in support of areas such as records management, internal controls, and other general administrative programs (e.g., property accountability). Contractor personnel shall serve as the program coordinator for several Programs and will be responsible for gathering, tracking, and coordinating Directorate activities and tasks. Tasks also include, but are not limited to, researching necessary documents and data for the evaluation of trends for decision making on the programs, preparing and processing reports and information papers to support analysis for the programs, and includes the knowledge management of that data and analysis. The Contractor shall utilize and recommend improvements to internal operating procedures and maintain statistical and narrative information on assigned programs, ensuring compliance with governing policy.

MINIMUM QUALIFICATION/ REQUIREMENTS:
• Minimum of 10 years of relevant BD experience
• Grow the opportunity pipeline, to include existing as well as adjacent markets/customers, through diligent and timely identification/qualification of new business opportunities by leveraging current technologies, customer intimacies, and inter-company collaboration
• Develop and execute strategic and tactical plans for the pursuit and successful capture of key opportunities
• Obtain marketing intelligence and competitive data pertaining to potential targeted pursuits, and develop marketing strategies
• Participate in bid decisions, development of cost strategies and phase reviews.
• Conduct customer visits and conduct research to understand current and emerging customer needs and requirements
• Establish, build, and maintain customer relationships and assess competitor capabilities aligned to specific customers in selected DoD Market Space.
• Support creation and execution of multi-year business development strategies
• At least 10 years of Program Management experience
• Ability to provide effective guidance to customers
• Ability to plan, organize work and meet deadlines
• Ability to develop and utilize appropriate data collection techniques.
• Ability to research, analyze, interpret and apply rules, regulations, and procedures.
• Ability to identify, establish and use important customer relationships with senior level officials and program stakeholders in DoD Service organizations
• Experience leading large opportunity captures, including developing overall win strategy; Shaping deals with Customers; Developing team strategies, and identifying and closing with teammates
• Understand pricing and assist in developing winning price
• Ability to identify key growth areas and develop new business aligned with the company's growth strategy
• Ability to develop, document, and execute a plan for achieving awards/growth
• Knowledge of Government contracting and current acquisition trends and customer buying behaviors
• Knowledge of competitors and ability to model competitor behaviors in the market
• Excellent writing, communication and presentation skills
• US Citizenship and current Secret Clearance or having held one during the last two years. (History of higher clearance a plus)

EDUCATION:
• Bachelor’s Degree in a technical or business-related discipline; Master’s or equivalent (Preferred)
