ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Coordinate and manage U.S. Army Garrison Redstone Arsenal (USAGR) Restricted Area R-2104 Special Use Airspace, and deconflict flight operations with ranges/test areas ground operations to assure that tests are accomplished within acceptable hazard limits and with minimum interference with other test and training activities.
  • Coordinate with the Federal Aviation Administration, Memphis Center, Huntsville Airport and Redstone Army Airfield on matters associated with the utilization and management of the Special Use Airspace.
  • Serves as the subject matter expert on airspace management working collaboratively with range safety officers and engineers concerning range test deconfliction in controlled airspace.
  • Responsible for planning, directing, and administering technical and operational aspects of range operations maximizing the use of the Special Use Airspace with Redstone Arsenal Garrison and tenant organizations such as NASA, Blue Origin, ATF, FBI, visiting Aircrew UAS groups, and Fish and Wildlife Management to ensure no test operations are impacted by the availability of airspace.
  • Ensure all test resources and range scheduling conflicts are resolved prior to the beginning of testing utilizing the organization's Common Scheduling Tools provided.
  • Respond/forward/disseminate excessive noise notifications to the Garrison & RTC public affairs prior to testing; Reports test area availability to Garrison Headquarters to support hunting and fishing on Redstone Arsenal and provide Garrison range schedules outside of regular duty days for deconfliction of both intrusive operations and civilian hunting on RTC owned property.
  • Employ the Mission Operations Control Center's (MOCC) technologically advanced state of the art facilities, IT systems, distributed sensors, video surveillance cameras, and visual displays, as well as communications mediums, digital messaging, and voice via radio and telephones to maintain real-time situation awareness of activities on the ground and in the air for all test areas, ranges, and Special Use Airspace.
  • Continuously analyze and assess incoming information for dangerously incompatible activities, determine, decide, communicate, and direct others to deconflict dangerously incompatible activities.
  • Analyze, organize, plan and administer various computer systems, network or software systems and solutions whose tasks may include understanding of customer requests and communication of technical information to appropriate personnel, provision of technical support, and provision of research and assistance in direct support to government customer or organization.


EXPERIENCE, EDUCATION, AND LICENSURE:

• High school diploma or equivalent.
• Knowledge of coordinating and managing flight operations within controlled airspace, and deconflicting flight operations with ground operations.

Preferred Education and Experience:

• Air traffic control.
• Military or civil pilot.
• Military Unmanned Aerial System (UAS) Group 2-5 pilot/operator of Basic UAS Qualification (BUQ) Level II or higher as defined by Chairman of the Joint Chiefs of Staff Instruction (CJCSI) 3255.01, Change 1, Joint Unmanned Aircraft Systems Minimum Training Standards of 31 Oct 2011.
• Military installation combined air and ground training range control.
• Army aviation, safety, Test & Evaluation (T&E).

PHYSICAL REQUIREMENTS:

Necessary to perform the essential functions: able to see, hear, and speak; lift objects weighing up to 20 pounds; sit for extended time; and use a personal computer and typical peripheral devices.

WORK AUTHORIZATION/SECURITY CLEARANCE:

DoD Secret or higher security clearance, or the ability to obtain and maintain a Secret clearance. U.S. Citizenship is required.

ADDITIONAL QUALIFYING FACTORS:

Must have the ability to obtain and maintain a security clearance. In addition, a satisfactory background screening, negative drug test, positive references and proof of identity and legal authorization to work in the United States are required.
