WiSC Enterprises has a potential opening for a Lead Business Analyst/Program Manager at the Defense Health Agency's Contracting and Acquisition Support Services (CASS) program. This contract has not been awarded and is expected to be awarded in January or February 2025.
As a Lead Business Analyst/Program Manager, you will be expected to assist and support the Defense Health Agency (DHA) with implementation and integration of procurement systems and Enterprise Resource Planning (ERP) solutions using Agile processes. You will also assist in implementing a contract writing system and procurement-related functionality within the existing financial management system. The ideal Lead Business Analyst will strive to produce high-quality work through collaboration with team members and customers while making a difference through individual contributions to ensure project success for DHA and all customers.
This is an onsite position in the Defense Health Agency locations in San Antonio, TX and Falls Church, VA.

Responsibilities
Responsibilities:
- Assist and support to lead and provide technical direction involving multiple projects of high complexity with the DoD.
- Assist and support efforts directing the completion of projects within estimated timeframes and budget constraints.
- Support and assist in implementing complex ERP solutions.
- Provide support in developing interfaces between systems, particularly with finance systems.
- Escalate risks, issues, concerns, and recommended solutions to client.
- Communicate effectively and efficiently with all levels of management. Interfaces and communicates with the client and executives on a day-to-day basis.
- Utilize initiative to set goals and develop/execute plans to achieve these goals.
- Coordinate and conduct customer work sessions to gather and document requirements.
- Configure system settings based on customer requirements.
- Collaborate to translate business requirements into system requirements for configuration.
- Learn system capabilities to provide support as subject matter expert.
- Assist in developing and approving communication strategies.
- Assist in preparing and delivering presentations and lead senior-level client meetings.
- Assist with system testing.
- Assist in preparing and presenting systems training to users.
- Support the development of an initial system roll-out training plan for the most effective rapid deployment.
- Provide support and assist with system user issues. Provide support on any other identified tasks.
- Provide guidance and direction for specific tasks and sub-task.
Required Qualifications
Minimum Qualifications:
- Requires a bachelor's degree in computer science, Information Systems, or Business. Four years of related work experience may be substituted for the required education.
- Must be a US Citizen and eligible to obtain a Secret clearance.
- 10 years of experience working in the federal procurement/acquisition field, with 5 years of experience with the DoD.
- 10 years of experience in Project Management, Estimation, and Planning.
- 5 years of experience with the following:
- Implementing ERP solutions in the public and/or private sector.
- IT systems functional analysis, requirements design, test development, and test execution.
- 3 years of experience with the General Fund Enterprise Business System (GFEBS) and the software development lifecycle.
- Experience in working both independently and with a team to solve problems.
- Self-starter with initiative and aptitude to quickly learn and put new skills to use.
- Experience working in one-on-one, small group, and large group settings.
Computer Skills
- Proficient in the use of the Microsoft suite of applications including Word, Excel, PowerPoint, Outlook, and Project as well as Adobe Acrobat.
