Position Overview:

Analytic Services Inc. (ANSER) is seeking a Chemical and Biological Defense Program Acquisition Analyst for support of the Office of the Deputy Assistant Secretary of Defense for Chemical and Biological Defense (ODASD(CBD)) performing oversight of the Chemical and Biological Defense Program (CBDP). In this role, the CBDP Acquisition Program Analyst provides subject matter expertise, advice, and recommendations to assist the ODASD(CBD) in assessing and supporting the whole-of the CBDP.

Day to Day Responsibilities:
  • Provide senior-level support to the ODASD(CBD) in the oversight of the CBDP's medical and physical research, development, and acquisition programs.
  • Ensure all programs have viable acquisition strategies, are on track, and are utilizing appropriate metrics.
  • Ensure CBDP acquisition strategies are aligned to DoD CBDP requirements and strategies.
  • Oversee the development of acquisition plans for CBDP efforts and monitor progress against the plans.
  • Coordinate and integrate CBDP acquisition efforts within the DoD and with interagency partners.
  • Develop CBDP acquisition-related products, including briefings, talking points, situational awareness notes, and read-aheads, in support of the ODASD(CBD).

Required Qualifications:
  • Possess an active TS/SCI security clearance.
  • Bachelor's degree in a related discipline.
  • 10+ years of relevant work experience.
  • Demonstrated acquisition experience and an understanding of DoD acquisition decision-making processes.
  • Demonstrated understanding of the DoD Planning, Programming, Budgeting and Execution Process, budgetary principles, and their associated operational impact.
  • Program management experience.
  • Program Management Practitioner certification through the Defense Acquisition Workforce Improvement Act (DAWIA) "Back to Basics" certification framework.
  • Experience working with, briefing, and engaging General Officer/Flag Officer/SES-level personnel.
  • Ability to travel to meetings in the National Capitol Region and occasional CONUS travel.

Preferred Qualifications:
  • 10+ years of relevant chemical and/or biological defense work experience.
  • DAWIA Program Management Advanced certification.
  • Project Management Professional (PMP) certification.
  • Ability to lead disparate teams and build coalitions within a community of interest.
