The employee will oversee all facets of project management and lifecycle management of various systems and applications funded by a program. This is a highly visible position and will require a self-motivated, well-versed, and knowledgeable candidate to support the organization.

Responsibilities

  • Assist the customer's Program Manager (PgM), Business Case Manager (BCMs), and Business Relationship Managers (BRMs) with project management activities that drive high-level project success. This includes reviewing the deliverables to ensure they meet quality standards while aligning technical requirements with customer needs.
  • Collaborate with customers, stakeholders, and technical teams to conduct due diligence required to draft Functional Requirements Documents (FRDs).
  • Facilitate requirement sessions that capture document needs and develop design specifications.
  • Consult with the engineering staff on defined requirements, engineering logistics, and maintainability.
  • Maintain clear requirements' traceability to support validation and testing processes.
  • Provide planning, coordination, and technical direction for project activities.
  • Develop time-phased projections and long-range budgets using forecasting models.
  • Schedule and facilitate client meetings to discuss project/program outcomes.
  • Assist with drafting/reviewing project schedules, plans, and other project artifacts to ensure project compliance.
  • Develop and monitor Risk Response Plans and scrutinize risk factors throughout the project lifecycle.
  • Collaborate with the Information Security Analyst (ISA) and the Cybersecurity Team to ensure system implementation adhere to cybersecurity standards.
  • Collaborate with cross-functional teams across different departments to ensure project alignment and successful project delivery.
  • Collaborate with engineering support services to design, integrate, and manage complex systems.
  • Conduct ongoing analysis and reporting to inform customers, stakeholders, and project team of design status and operational efficacy.
  • Draft and develop reports and briefing packages for senior leadership.
  • Assist in the development of clearly articulated strategic priorities, objectives, and key results.
  • Contribute to the development of strategic plans and roadmaps for IT, Financial Management, and Major System Improvement Programs.
  • Support investment reviews to align project goals with organizational strategic and annual plans.
  • Collaborate with the Business Operations Manager (BOM) and Capital Planning Investment Control (CPIC) Support Team to ensure financial objectives are met and aligned with the Planning, Programming, Budgeting and Execution (PPBE) lifecycle.
  • Collaborate with BOMs to ensure funds traceability to inform multi-year budget estimates for Business Case Investments.
  • Monitor the performance of operational investments and provide comprehensive analysis for reporting.
  • Identify major business gaps and process inefficiencies using detailed discovery methodologies and report findings.
  • Draft and propose solutions to address process gaps.
  • Assess organizational needs and implement best practices for continuous process improvement.
  • Develop and maintain process maps and related artifacts.

Qualifications

    • Bachelor's degree in business administration or similar.
    • 5 years' experience in project management which includes 3 years' experience in supporting government projects.
    • PMP certification.
    • Excellent written and verbal communication with a commitment to high-quality output.
    • Experience with management information systems (e.g., financial, accounting, budget, purchasing, etc.).
    • Ability to obtain Public Trust clearance.

    • Ability to present ideas and facts clearly and effectively in writing and verbally.
    • Ability to develop presentations appropriate to the needs of the intended audience.
    • Proficient in Microsoft Office (Word, Excel, PowerPoint, OneDrive, SharePoint, Visio, Project Online), and Jira.
    • Skilled in data analysis using pivot tables, dashboards, and other graphical representations or Business Intelligence (BI) tools.
    • Section 508 compliance and the creation of 508 compliant documents.

    Final salary determination based on skill-set, qualifications, and approved funding.
