Position Summary / Objective:

KMS Solutions, LLC is seeking a highly motivated individual to serve as a Senior Program Analyst for the Advanced Undersea Systems Program Office (PMS 394), as part of Program Executive Officer (PEO), Attack Submarines (PEO SSN).

The individual shall provide Programmatic Support overseeing the planning, coordination, and development/deployment of Undersea Warfare (USW) capabilities [Unmanned Undersea Vehicles (UUVs), Subsea and Seabed Warfare (SSW) Mission Systems, and/or various payloads] in conjunction with our AUKUS SSW partners. Prepare and review AUKUS documentation, AUKUS tri-lateral acquisition documentation, plans, and schedules as needed.

Participate in Integrated Product Teams (IPTs), Working Groups (WGs), conferences, Table Top Exercises, and any other relevant technical or programmatic forums as they pertain to the AUKUS Pillars and processes.

  • Serve as PMS394 POC for AUKUS Pillar II - LOE 1 (TTLR), LOE 2 (Common Development Environment), and LOE 3 (SSW).
  • Work within the PEO and acquisition community to address AUKUS Pillar II priorities.
  • Coordinate with OPNAV, OUSD, DIU and DASN on PPBE related tasking.
  • Manage strategic planning for AUKUS Pillar II efforts within the US and partner nation communities.
  • Plan, schedule, and conduct meetings.
  • Participation in all AUKUS related functions.
  • Coordinate and support PMS394 with all program stakeholders across different organizations, as necessary.
  • Brief all levels of management and stakeholders on AUKUS status, as required.
  • Support other collateral programmatic or technical duties with the Program Office as assigned to include but not limited to letter writing, acquisition documentation support, and process and procedure development.


Required education and experience:
  • Individual must demonstrate at least 7+ years of specialized experience at or equivalent to a NH-04 (GS15), or equivalent in the private/public sector working in the USW domain with undersea unmanned/manned vehicles and have the ability to oversee and manage a new growing undersea warfare area while managing growth of capability and technology adoption across the US Navy and its partners.
  • Bachelor's degree in an engineering, technical, or business discipline.


Specialized experience must demonstrate the following:
  • Managing or leading program development (e.g. programming, planning, budgeting, and execution) to streamline process and resolve complex issues for the cost-efficient enhancement of undersea technologies.
  • Ability to develop and implement both near- and long-term strategic objectives and visions as it pertains to the future and implementation of undersea vehicles.
  • Ability to lead and work collaboratively with a range of Senior Navy stakeholders, including engineers, manufacturers, and military personnel.
  • Providing technical expertise on undersea technologies such as advanced sensors, weapons, payloads, and unmanned vehicles.
  • Understanding of Navy policy in terms of undersea vehicles to be able to provide advice and guidance to render decisions.
  • Ability to develop models and provide analysis/direction on unmanned vehicle mission objectives and concepts of operations.


Competencies:
  • Strong written and oral communications.
  • Ability to research, analyze, and synthesize data for senior leader review is required.
  • Must be able to communicate effectively and excel in a fast-paced environment.
  • Very proficient with Microsoft Office Suite (Outlook, PowerPoint, Word, Excel, SharePoint).

A SECRET clearance is required.

Position Type/Expected Hours of Work:

The typical workday is eight hours in length. Some flexibility in hours is allowed, with concurrence from the supervisor. Attendance at prescheduled mandatory meetings is required. Must be available during the core work hours as determined by your contract/location and must account for the required number of hours in a pay period to maintain Full-time status.

Telework:
  • Telework may be allowed up to 40%.


Travel:

• Ability to travel CONUS; potential to travel OCONUS

• Travel up to 20% may be required.
