About the role

Concept Plus seeking a highly skilled and detail-oriented Pricing Analyst to join our team. The Pricing Analyst will focus on developing competitive pricing strategies for proposals and supporting the company's "Price to Win" initiatives with our Chief Growth Office (CGO). In addition to their primary responsibilities, the Pricing Analyst will collaborate with the Chief Financial Officer (CFO) on financial planning and analysis (FP&A) activities during non-proposal periods. The ideal candidate will be an expert in Microsoft Excel, capable of building complex pricing models, conducting detailed financial analyses, and supporting critical decision-making processes.

This role supports pricing across various federal contract types, including task orders, government-wide acquisition contracts (GWACs), blanket purchase agreements (BPAs), indefinite delivery/indefinite quantity (IDIQ) contracts, and standalone contracts.

What you'll do

Pricing Development:
  • Develop and prepare cost proposals and pricing models in response to federal solicitations, including RFPs, RFQs, and RFIs.
  • Ensure pricing is compliant with solicitation requirements, Federal Acquisition Regulation (FAR), and company policies.

Price-to-Win Analysis:
  • Conduct market research and competitive analysis to develop data-driven price-to-win strategies.
  • Collaborate with business development, capture, and proposal teams to align pricing with technical solutions and win themes.

Cost Estimation and Modeling:
  • Create detailed cost models and pricing templates for various contract types, including firm-fixed-price, time-and-materials, and cost-reimbursable contracts.
  • Incorporate indirect rates, fee structures, and other pricing components into comprehensive pricing solutions.

Task Orders and Vehicles Support:
  • Support pricing for task orders under GWACs, BPAs, and IDIQs.
  • Monitor pricing trends and customer spending patterns to optimize task order strategies.
  • Secondary Responsibilities - FP&A Support

Assist the CFO with FP&A activities, including:
  • Financial forecasting and budgeting.
  • Variance analysis and reporting.
  • Development of management dashboards and financial metrics.
  • Build and maintain robust financial models to support strategic planning and decision-making.
  • Provide ad hoc financial analyses and reports as needed.

Collaboration and Communication:
  • Work closely with cross-functional teams, including contracts, operations, finance, and legal, to ensure alignment on pricing strategies and proposal compliance.
  • Participate in internal pricing reviews and provide insights to senior leadership.

Qualifications
  • Bachelor's degree in Finance, Accounting, Business Administration, or a related field; Master's degree preferred.
  • Minimum of 5 years of experience in federal government contracting and pricing.
  • Expert proficiency in Microsoft Excel, including advanced formulas, pivot tables, and data visualization.
  • Strong understanding of FAR/DFARS and government contracting principles.
  • Experience with pricing for a range of contract vehicles, including GWACs, BPAs, IDIQs, and standalone contracts.
  • Demonstrated ability to develop competitive price-to-win strategies.
  • Excellent analytical, organizational, and communication skills.
  • Ability to work under tight deadlines in a fast-paced environment.

Preferred
  • APMP or Shipley certification or training in proposal pricing
  • Familiarity with government cost accounting standards (CAS) and DCAA compliance
  • Experience with pricing for Health IT, cybersecurity, or other specialized federal sectors
  • Experience with FP&A tools and systems
