Duties
DUTY 1:
Performs Career Broadener assignments involves a broad range of functional research assignments entailing unique problems, creativity, innovative use of techniques, advanced approaches, and/or new technologies supporting the ACC Enterprise Data Office (EDO). Performs studies of issues arising in varied subjects of advanced difficulty and complexity. Establishes assumptions, measures effectiveness of approaches, and evaluates available alternatives. Analyzes the feasibility of advanced analytical approaches or radically different proposed policies. Evaluates impacts of new technologies on current systems and policies. Conclusions and recommendations have a major impact on top-level management plans and decisions regarding requirements definition, planning, and acquisition of major upgrades and new system capabilities. Defines problems and develops and coordinates study
plans; determines sources of data and sample sizes. Plans, designs, and conducts test(s) to obtain data. Compiles, organizes, and analyzes data. Responsibilities are characterized by large, complicated projects with conflicting issues, and many variables and operations.
DUTY 2:
In a Career Broadening capacity; serves as an expert on cross-functional modeling and simulation techniques for ACC. Utilizes scientific inquiry in the independent development of mathematical models and computer programs to evaluate and predict the ability to support assigned projects, studies, or problems. Develops models to test, analyze, and evaluate algorithms and other logic across multi-functional challenges. Utilizes mathematical and statistical techniques, elements of operations research theory, engineering principles and innovative efforts to develop new solutions to previously highlighted and/or new problems or problems which may be totally lacking in precedent. Initiates and formulates cross-functional plans and carries out project(s) through extensive and specialized, original performance analyses and evaluations. Responsible for the completeness, adequacy, and validity of assumptions. Evaluates alternative courses of action and makes recommendations based on sound scientific theory.
DUTY 3:
As a Career Broadener, provides cross-functional technical guidance, advisory support and assistance on an entire project and/or major phases for broad and varied operations. Leads a team in performing very complex, difficult studies/evaluations. Responsible for completing phases of an overall work effort that could include cross-functional disciplines, joint services, and allied partners. Provides guidance, assistance and support to lower-level analysts. Serves as the ACC lead authority to other organizations, joint agencies, SAF, HAF and supports the SAF CDO as the ACC lead for all data analytics and modeling activities. Leads interchange of information on mission requirements, capabilities, deficiencies, and technology applications. Analyzes problems revealed by prior studies and advises ACC senior leaders, including the ACC/CC and ACC/CD of the feasibility of different approaches which provide a basis for action or the solution to a specific problem.
DUTY 4:
Attends meetings, conferences, briefings and seminars related to program planning, advanced technologies, and support system concepts. Serves as the ACC lead on SAF and HAF working groups and technical exchanges. Represents ACC at all Joint Staff data working groups and represents ACC at data summits and conferences. Participates with ACC decision-making authority on working groups and teams with headquarters and other technical/analytical agencies on advances in state-of-the-art technology. Represents ACC during visits with government and industry representatives. Evaluates industry best practices for inclusion in ACC efforts. Leads the ACC data stewards board, prioritizing, evaluating, and consolidating efforts across ACC functional areas for inclusion in the ACC Data Governance Council with the ACC/CD. Coordinates the contributions of professionals and specialists, notes problems that arise, and resolves differences. Prepares and presents briefings and makes presentations on the study's progress and results. Prepares technical reports and/or documents progress and results.
DUTY 5:
Accomplishes professional development and maintains technical proficiency through professional interaction with technical and professional societies, associations, academia, symposia, contractors, research and development (R&D) organizations, and participation in formal training programs. Keeps current on emerging analytical techniques and research methods through independent study and reading/reviewing technical journals and current literature. Maintains awareness of emerging technologies impacting assigned programs/projects. Develops action plans, test procedures, test reports, design problem reports, risk assessments, position papers, briefings, and/or other technical reports and required documentation.

INDIVIDUAL OCCUPATIONAL REQUIREMENT
Basic Requirements:
Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.
Evaluation of Education:
The primary requirement of operations research work is competence in the rigorous methods of scientific inquiry and analysis rather than in the subject matter of the problem. Therefore, applicants should have sufficient knowledge of applied mathematics to understand and use the fundamental concepts and techniques of operations research methods of analysis. In addition, some positions may require knowledge of a specific subject area.
Courses acceptable for qualifying for operations research positions may have been taken in departments other than Operations Research, e.g., Engineering (usually Industrial Engineering), Science, Economics, Mathematics, Statistics, or Management Science.
The following are illustrative of acceptable courses: optimization; mathematical modeling; queueing theory; engineering; physics (except descriptive or survey courses); econometrics; psychometrics; biometrics; experimental psychology; physical chemistry; industrial process analysis; managerial economics; computer science; measurement for management; mathematical models in social phenomena; and courses that involved application of operations research techniques and methodologies to problems of management, marketing, systems design, and other specialized fields; or other comparable quantitative analysis courses for which college-level mathematics or statistics is a prerequisite. Courses in theory of probability and statistics are highly desirable but are not specified as minimum educational requirements because to do so would possibly exclude some applicants who would otherwise be well qualified.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-13 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
