Overview
WiSC Enterprises has a potential opening for a Contract Program Manager at the Defense Health Agency's Contracting and Acquisition Support Services (CASS) program. This contract has not been awarded and is expected to be awarded in January or February 2025.
As a Program Manager, you may be required to interface with senior Government and industry officials and provide excellent customer service.
This is an onsite position based at the DHA's Acquisition Support Center (ASC) facility in Falls Church, VA.

As a Program Manager, you may be required to interface with senior Government and industry officials and provide excellent customer service.

- Identify contract actions that require the use of the Government-wide Integrated Award Environment (IAE) systems, review for errors, and track error corrections by the contracting offices.
- The name of this person and an alternate who shall act for the Contractor when the manager is absent shall be designated in writing to the CO and COR. The contract manager and alternate shall not function in any other capacity/role on this contract.
- Have full authority to act for the Contractor on all contract matters relating to daily operation of this contract.
- Be available during the work hours of 8:00 AM - 4:30 PM CST Monday thru Friday except Federal holidays or when the Government facility is closed for administrative reasons.
- Provide expert technical advice, staff coordination and consultation to foster formulating guidelines, implementing new developments, and providing expert interpretation.
- Manage large-sized projects in complex organizations crossing multiple business units which have stakeholders with diverse and conflicting needs and require integration of multiple applications or business processes.
- Provide complex reporting and communication at the agency and executive levels.
Required Qualifications
Minimum Qualifications:
- Must be a US Citizen and eligible to obtain a Secret security clearance.
- Must hold current Project Management Professional (PMP) certification from the Project Management Institute (PMI).
- Bachelor's degree and 10 years of direct federal experience in Program Management, GS-340 (or similar) capacity of which a minimum five years is in DoD/MHS-related areas; or 5 years of experience with a Master's degree.
- 10 years of experience or knowledge of the acquisition lifecycle management process.
- 5 years of experience understanding the DoD Contracting Officer's Representative (COR) requirements and goals and the ability to train CORs on the acquisition lifecycle process.
- 3 years of experience with the Integrative Acquisition Environment (IAE) and DOD acquisition system policies and procedures, and involvement in change management.
- Demonstrated experience giving formal presentations to diverse audiences.
- Ability to visualize and articulate complex concepts and solve complex problems.
- Ability to gather and analyze information, design, and test solutions to problems.
