Facility, and equipment maintenance, program planning, cost analysis and control of facility and equipment maintenance, facility requirements planning, and maintenance of facility/equipment project files, management of Government owned vehicle fleet and other specific tasks.
Four years practical experience in facility oversight. Broad knowledge of Facility requirements and the requirements associated with maintaining an operational facility. Significant experience in managing projects and DoD experience is preferred. Competent computer skills including experience using Microsoft Office applications (e.g. Word, PowerPoint, Outlook, and Excel).
Working knowledge of Federal, Department of Defense (DoD), building operations regulations; knowledge of agency applicable regulations, technical orders and instructions; agency standard operating procedures and safety issues is highly desired.
In concert with other DTRA elements, plans, coordinates, and executes a comprehensive facility management program for NE-CO. Intent is to provide an optimum level of facility service with minimal interference to facility occupants, and no adverse impact to mission. The contractor shall:
i. Conduct routine (e.g. daily, weekly, monthly) assessments of facility components, building equipment, identify maintenance and repair requirements. Perform corrective actions within scope of abilities and proper Personal Protective Equipment (PPE). Ensure that any Life/Health/Safety issues are immediately addressed. Maintain work order folders and records for scheduled maintenance activities.
ii. Develop SOWs for corrective actions to be performed by contract or through Fort Belvoir Installation Management Command (IMCOM). Develop associated estimates of cost of sufficient detail to support budgetary requests.
iii. Prepare draft DA Form 4283 for corrective actions identified, and forward to DTRA AL-EL (Engineering and Logistics Department) along with prepared statements of work and estimates of cost.
iv. Serve as NE-CO technical point of contact (POC) for submitted projects.
(a) The Department of Army (DA) Form 4283, governed by Army Regulation AR 420-17 is the prescribed form for obtaining services from the Directorate of Public Works (DPW).
(b) The Electronic DA Form 4283, Facilities Engineering Work Request (FEWR), is used for the control and management of Real Property Facilities placed under the responsibility of the DPW.
v. In concert with NE-CO leadership, identify the relative priority of the projects identified. Develop justifications for the project rankings for use by NE-CO leadership in defending the projects before the Agency’s Facilities Utilization Board.
vi. Upon award of projects (by others), provide oversight support to include escort of required personnel. Assist in the management of required repairs (work orders / projects) and maintain all appropriate documentation. Maintain contractual and financial documentation, specifications, cost estimates, field notes, and inspection records. Coordinate with DTRA Engineering and Logistics Department (AL-EL) and Fort Belvoir DPW when any issues arise with the contracted services.
vii. Maintain a working knowledge of all established procedures, policies, and regulations for DTRA, DoD, and US Army relating to building operations coupled with the technical expertise to perform the services.
viii. Maintain the technical knowledge of building, material and labor cost estimating coupled with the required technical expertise to maintain the facility and equipment. Maintain the knowledge as required in making estimates and decisions.
ix. Maintain proper inventory control levels of routine maintenance items needed to perform daily duties.
Improve the current facility, equipment and government vehicle fleet as requirements expand and change. The contractor shall:
i. Evaluate present use patterns of buildings, equipment, and other facilities and projects, to include future requirements in terms of expanding or changing requirements.
ii. In participation with DTRA AL-EL and IMCOM, develop a long range Facilities Master Plan that identifies the priority for the improvement and capital reinvestment/expansion of the facility.
iii. Modify the plan as required to respond to changing and unpredictable demands for services and the need for unscheduled maintenance due to worn and overtaxed facilities.
iv. Evaluate major component systems (e.g., water distribution system; sewer system; electrical distribution; emergency power generation system; heating, ventilation and air conditioning system; fire detection and alarm system) to assure sufficient capacity for smooth functioning of the facility and compliance with DTRA standards.
v. Coordinate with DTRA AL-EL routinely and provide advice on any issues that affect the mission capability of the facility.
vi. Assist NE-CO leadership in the validation of future facility requirements and required work orders/repairs.
vii. Anticipate and manage facility reconfiguration to include office and deployment areas required to facilitate mission support. Assist in the performance of requisite market research to assist NE-CO with procurement items.
viii. Disseminate project information to all stakeholders to ensure NE-CO support is established before work commences.
ix. Maintain certifications in Forklift, ATV and Snow Plow operations for daily /situational use.
