We are seeking an experienced and results-driven Program Manager to lead a team of approximately 70 personnel delivering facilities management support, electrical and mechanical engineering services, and project coordination for a U.S. government agency. The Program Manager will ensure operational excellence, compliance with contractual requirements, and the successful execution of projects both within the continental United States (CONUS) and outside the continental United States (OCONUS).

Responsibilities

  • Program Leadership:
    • Provide overall direction, leadership, and management for program operations, ensuring alignment with government agency requirements and objectives.
    • Act as the primary point of contact with government representatives, fostering transparent and effective communication.
    • Oversee and ensure the successful delivery of facilities management, engineering, and project coordination services across multiple locations.
  • Personnel Management:
    • Lead, mentor, and manage a diverse team of approximately 70 personnel, ensuring appropriate staffing levels and skillsets to meet program requirements.
    • Monitor personnel performance, provide feedback, and implement professional development initiatives to enhance team capabilities.
    • Ensure all team members complete required training and maintain certifications necessary for their roles.
    • Processing travel arrangements and Visas for personnel.
  • Operations Management:
    • Oversee day-to-day operations, including facilities management, electrical and mechanical engineering support, and project coordination activities.
    • Ensure adherence to all safety, security, and regulatory requirements applicable to both CONUS and OCONUS operations.
    • Develop and implement standard operating procedures (SOPs) to streamline processes and maintain consistent performance.
  • Project Oversight:
    • Manage the planning, coordination, and execution of engineering and facilities projects, ensuring they are completed on time, within scope, and on budget.
    • Allocate resources effectively, balancing priorities across multiple locations and projects.
    • Provide regular status reports to government stakeholders, highlighting progress, risks, and mitigation strategies.
  • Compliance and Quality Assurance:
    • Ensure all program activities meet contractual, regulatory, and quality standards.
    • Conduct regular audits and reviews to identify areas for improvement and implement corrective actions as needed.
    • Monitor program metrics and performance indicators to ensure goals are achieved.
  • Financial Management:
    • Develop and manage program budgets, ensuring efficient use of resources and compliance with financial constraints.
    • Track expenditures and prepare financial reports for government review.
  • Stakeholder Engagement:
    • Build and maintain strong working relationships with government stakeholders, contractors, and subcontractors to ensure program success.
    • Represent the program in meetings, briefings, and reviews with agency leadership and other stakeholders.

Qualifications

  • An Active DoD Top Secret clearance is required for consideration
  • Bachelor's degree in engineering, Facilities Management, Business Administration, or a related field. A master's degree is preferred.
  • Minimum of 7-10 years of program management experience in facilities management, engineering, or a related field, including experience managing CONUS and OCONUS operations.
  • PMP certification or equivalent is desired and certifications in facilities management (e.g., CFM, FMP) or engineering disciplines are a plus.
  • Strong understanding of facilities management principles, electrical and mechanical engineering practices, and project management methodologies.
  • Proven leadership and team management abilities, with experience overseeing large, diverse teams.
  • Strong problem-solving and decision-making skills, with the ability to manage multiple priorities in a dynamic environment.
  • Excellent communication and interpersonal skills, with experience engaging government stakeholders.
  • Proficiency in project management tools and software.

Work Environment:
  • This position requires management of geographically disbursed personnel both inside CONUS and OCONUS locations.
