Air Force Nuclear Weapons Center (AFNWC) is currently seeking a full-time Supervisory Information Technology Specialist (PLCYPLN) Program Manager to work in the Information Technology (IT) Plans and Programs Branch within the Sentinel Systems Division, at Hill Air Force Base, near Layton, Utah.

This position (986904) is an NH-2210-04 which has a typical 2025 salary range of $124,531 - $190,424.

This position is not eligible for remote or full time telework; situational-based agreements may be available at the discretion of the hiring manager.

The primary purpose of this position is to serve as a Supervisory Information Technology Program Manager in the Sentinel Systems Division, IT Plans & Programs Branch. This position is responsible for a wide range of functions to include policy development, strategic and capital planning, investment control, standards development, process development leadership, resource management, IT investment portfolio leadership, knowledge management, cyber workforce leadership, enterprise architecture, infrastructure planning and management, technical network program management, auditing, information assurance, network architecture design leadership, technical IT contract program management, with particular emphasis on leading program and technical teams in solicitation of and validation of requirements and building executable plans for enterprise IT contract support, to ensure efficient and effective IT capability. This is a unique and exciting opportunity to join the Sentinel Systems IT team.

The Sentinel program is a major defense acquisition program charged to develop and deliver a full system replacement for the nation's Minuteman III ICBM System, providing the ground based strategic nuclear deterrent to the United States of America.

DUTIES :
  • Plans work to be accomplished by subordinates, setting and adjusting short/long-term priorities and preparing work schedules.
  • Assigns tasks based on priorities, difficulty, and employee capabilities.
  • Evaluates subordinate performance, providing advice, counsel, or instruction on work and administrative matters.
  • Interviews candidates, recommends appointments, promotions, or reassignments, and resolves employee complaints.
  • Initiates minor disciplinary measures and recommends more significant actions as needed.
  • Identifies developmental and training needs, arranging for necessary training and development opportunities.
  • Develops performance standards and identifies ways to improve production or work quality.
  • Ensures all acquisitions, procurements, and outsourcing efforts address information security requirements aligned with organizational goals.
  • Acts as a primary stakeholder in IT operational processes and functions, providing direction and monitoring significant activities to ensure service delivery success.
  • Provides cybersecurity and supply chain risk management guidance for Continuity of Operations Plans.
  • Aligns work efforts with agency priorities, ensuring program success through strategic planning, lifecycle management, and capital IT investment plans.
  • Oversees project selection, prioritization, evaluation, and monitoring, addressing cost, schedule management, risk management, and quality management.
  • Leads the integration of new technology into existing architecture, identifying and resolving system conflicts.
  • Ensures IT portfolio acquisitions and procurements meet organizational goals, regulations, and statutes, integrating cybersecurity and supply chain requirements.
  • Collaborates with program and project managers across organizations to develop and modify policies meeting mission/project requirements.
  • Develops and manages project schedules, Integrated Master Schedules (IMS), and Integrated Master Plans (IMP) for IT programs.
  • Works with multi-disciplined teams to ensure mission success and represents the organization to higher-level management and contractors.
  • Prepares and presents briefings to senior management on complex issues, maintaining effective working relationships with stakeholders across the Department of Defense (DoD).
  • Leads organizational changes in policy direction, keeping leadership informed on impacts to organizational requirements.
  • Oversees budget development, funding execution, lifecycle cost formulation, and reporting for IT projects and programs.
  • Leads or participates in discussions, meetings, conferences, and committees on special IT projects.
  • Analyzes areas of concern, identifies problems, and resolves conflicts in collaboration with management and user representatives.
  • Consults with officials, customers, and personnel on IT concerns, preparing reports and strategies for acquisition or changes in business practices.
  • Provides subject matter expertise on source selections for IT contract awards, guiding contracting offices in technical oversight.

SKILLS :
  • 3-5 years of relevant experience with day-to-day operations with IT plans and programs is typically required.

    • Leads, coordinates, communicates, integrates, and is accountable for the overall success of the program, ensuring alignment with agency or enterprise priorities.
  • Additional Cyberspace Work Role code of IT Investment/Portfolio Manager (804)
    • Manages a portfolio of IT investments that align with the overall needs of the mission and enterprise priorities
  • Expert knowledge and ability to provide technical leadership and project/program oversight over highly complex IT, and knowledge management (KM) activities is highly preferred.
  • Strong leadership capabilities with proven experience in personnel management, policy development, and strategic planning.
  • Technical expertise in network architecture, information assurance, and program management.
  • Proficiency in developing and managing IT budgets, lifecycle cost analysis, and contract documentation.
  • Exceptional communication and collaboration skills, with the ability to brief senior leadership and coordinate with multi-disciplinary teams.
  • Knowledge of concepts, practices, and techniques used to identify, engage, influence and monitor relationships with individuals and groups connected to IT work and development efforts is highly valued.
  • Knowledge of organizational mission and function and how to work effectively within social, political, and technological systems to achieve and measure quality, timeliness, and cost-effective results is highly preferred.
  • Knowledge of the principles, methods, and techniques of IT planning, management, monitoring, and evaluation as well as knowledge of the principles, methods, or tools for developing, scheduling, coordinating, managing IT projects and resources, monitoring and inspecting costs, work, and contactor performance is desired.
  • Knowledge of principles, methods, and tools for the coordinated management of IT programs to include providing oversight of multiple IT projects and program governance is a plus.
  • Knowledge of the principles and methods to identify, analyze, specify, design, and manage functional and infrastructure requirements; includes translating functional requirement into requirements used for alternative technologies or approaches is valued.
  • Knowledge of personnel management, EEO, and safety and security regulations, practices, and procedures is preferred.

REQUIREMENTS FOR THE POSITION (NOT ALL-INCLUSIVE):
  • U.S. CITIZENSHIP
  • Employees must be able to obtain and maintain a Top Secret/SCI security clearance and will be required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise. A current Top Secret clearance is preferred; however, employee must be able to obtain and maintain a Top Secret w/SCI clearance.
  • Employee must meet Defense Acquisition Workforce Improvement Act (DAWIA) requirements, which includes achieving Program Management certification category within required timeframe after appointment.
  • This is a DoD Cyber Workforce Framework (DCWF) position and is assigned the following DoD Cyberspace Work Role Code(s) and Proficiency Level(s):
    • 801 (Program Manager) (Proficiency Level: Intermediate)
    • 804 (IT Investment/Portfolio Manager) (Proficiency Level: Intermediate)

  • In accordance with DoDM 8140.03; employees will have 9 to 12 months to become fully qualified in all position qualification requirements, i.e., 801 and 804.
  • This is a Drug Testing Designated Position. The incumbent is subject to random drug testing.
  • Employee is required to meet the appropriate qualifications for the specific position being filled, per Department of Defense (DoD) Manual 8140.03 dated 15 Feb 2023, Cyberspace Workforce Qualification and Management Program.
