JOB SUMMARY

We are seeking a highly experienced Program Analyst (Force Management) with expertise in Cyber, Electronic Warfare (EW), and Force Management to join our team at the Pentagon. This role involves supporting Headquarters, Department of the Army’s Deputy Chief of Staff, G-3/5/7 Force Management Directorate responsible to the Secretary of the Army and the Chief of Staff, Army to accomplish Title X functions to structure, document and account for force requirements and authorizations in order to plan, program and resource the most combat effective Army.



RESPONSIBILITIES

Conduct analysis and synchronize force structure and equipping initiatives in line with Army strategic guidance and priorities.
Develop and validate Table of Organization & Equipment (TOE), Modified TOE (MTOE), and Table of Distribution and Allowances (TOA).
Review Capability Development and Production Documents (CDD/CPD) and participate in Organizational Requirements Document Approval Board (ORDAB) briefs.
Coordinate with Army Staff, Commands, and functional proponents to support Total Army Analysis (TAA) and Programming, Planning, Budgeting, and Execution (PPBE) processes.
Analyze and support equipment modernization initiatives and fielding processes.
Provide senior-level expertise in CEMA, EW, and EMSO, including policy development, requirements identification, and integration.
Prepare high-quality briefings, information papers, and staffing packages in compliance with Army regulations.
Utilize HQDA systems and tools (e.g., ETMS2, CATMS) to manage tasks and actions.


KNOWLEDGE/SKILLS/ABILITIES

In-depth understanding of Force Design Update (FDU), Force Integration Functional Analysis, Army Capability Development Document, Army Capability Production Documents, Army Structure (ARSTRUC), Army force management, and documentation processes.
Expertise in Cyber, EW (EA, ES, EP), and Information Operations Force Structure
Exceptional writing, editing, and briefing abilities adhering to Army style guidelines (AR 25-50 and DA Memo 25-52).
Proficiency in Microsoft Word, Excel, and project management tools.
Strong organizational and multitasking capabilities in a dynamic, fast-paced environment.
Work independently while effectively contributing to a team.
Prioritize competing tasks and meet short-suspense deadlines.
Build and maintain relationships with key personnel across OSD, Joint Staff, HQDA, CCMDs, and TRADOC.
Analyze and synthesize complex information to support strategic decision-making.


QUALIFICATIONS:



Minimum Qualifications include:

Active TS/SCI security clearance
Bachelor’s degree from an accredited college or university.
15+ years of US DoD experience
4 years of experience in EW/CEMA at HQDA or equivalent level.
Proven experience with Army systems and engagement with senior leadership.
Ability to travel to support mission requirements.


Preferred Qualifications:

Demonstrated familiarity with DOTMLPF-P integration.
Exceptional communication skills for engaging diverse stakeholders.
