R&K supports the Defense Health Agency (DHA) and the Chief of Air Force Patient Safety, who has responsibility within the Air Force Medical Service (AFMS) for managing the Air Force (AF) Patient Safety Program (PSP). The DHA PSP is dedicated to providing safe, effective, evidence-based healthcare to beneficiaries. It seeks to develop a healthcare organization where proactive risk identification, data-driven assessment, and reliable processes are the foundation for safe care. R&K supports the DHA PSP by providing expertise and assistance in accomplishing the PSP objectives within DHA, AF Major Commands (MAJCOM) and Military Treatment Facilities (MTF).

Duties :
- Provide oversight and support to the MTF PSPC for the establishment and operation of the AFMS PSP. Stay abreast of national and DoD PS initiatives and their impact on the AF PSP. Assist the MTFs on their organization-wide processes to reduce the risks of preventable medical events by conducting Proactive Risk Assessment (PRA) and Process Improvement (PI) activities.
- Conduct an appropriate event analysis (typically an Root Cause Analysis (RCA) or similar methodology) on patient safety events to identify causal factors and recommend action items to correct or improve processes and systems, eliminating or decreasing the risk of the event reoccurring. Notify appropriate leadership levels.
- Ensure that the Comprehensive System Analysis (CSA) is completed, and corrective actions are identified within 120 calendar days, per AFI 48-107 V1 Ch. 9 (the most current version), from the date on which the organization becomes aware of the event, excepting circumstances beyond the control of Contractor personnel.
- Facilitate the RCA process to assist the RCA team in developing root causes and corrective actions and assist the RCA team lead. Brief multiple senior leadership levels upon completion of the RCA. Receive feedback and obtain approval at the completion of an out- brief from AMC/SG and TRANSCOM Surgeon General (TCSG) with AFMEDCOM concurrence.
- Track completion, effectiveness, and sustainment of action items resulting from CSAs s, and analysis of near miss and actual events not requiring an CSA IAW AFI 44-119, Section 2.10 , DoDM 6025.13 Enclosure 8, Section 3.d. , DHA-PM, and AFI 48-107 V1, Ch. 9.
- Report and coordinate Aeromedical Evacuation (AE) ERC and Expeditionary Medical Support (EMEDS) patient safety responsibilities with AFMEDCOM. Participate in huddles with AFMEDCOM each week and develop AE ERC patient safety goals from PMQ-R/ Joint Patient Safety Report database (JPSR) on an annual basis.
- Provide analysis and breakout reviews of the Patient Movement ERC/AE quarterly and annual data from the TRAC2ES Patient Movement Quality Report (PMQ-R)/JPSR system for identified sections for the final data report and PowerPoint slides.
- Assist MTFs and the ERC system with the execution of an effective operational PSP in the aerospace and expeditionary environment. This shall include preparation of an annual summary report highlighting operational PS initiatives, PI projects, training completion, and gap analysis. The report shall be submitted to the AF Chief of PS by 1 February annually. Additionally, the AE ERC PSSs will follow AFI 48-107 V1, Ch. 9.
- Review, categorize, and trend all AE reported events in TRANSCOM Regulating and Command & Control Evacuation System (TRAC2ES) or Deployed EMEDS MTF trends in JPSR or other current system in use, and provide guidance to theater and service components for reporting, collecting, storing, retrieving, and analyzing of AE ERC PS data and information.
- Attend and participate in all AFMEDCOM weekly huddle, Global Patient Movement Joint Advisory Board (GPMJAB), TRANSCOM Surgeon General Clinical Operations Working Group (TCSG COWG), Quality Systems Program Assessment Review (QSPAR), Aeromedical Evacuation Clinical Working Group (AECWG), Air Force Central Command (AFCENT) Cross Talk and COCOM (such as CENTCOM/SGO) Conference Calls, Landstuhl Army Medical Center (LRMC) Joint AECWG, HQ Air Mobility Command (SGK)/TCSG weekly crosstalk, and SGK staff meetings. 3.1.7. Maintain communications networks supporting expeditionary operations through various products such as Area of Responsibility (AOR) PS Subject Matter Expert (SME) Rosters, routine dissemination of latest PS changes, tools, and publications via "PS DISTRO" series of emails and sustaining a robust and dynamic Deployed MTF PS Webpage on the AFMEDCOM Knowledge Exchange (KX).
Requirements:
- Bachelor's degree in a nursing or healthcare-related field. Master's degree is highly desired. 15 years of experience in healthcare is required including five (5) years' experience in Aeromedical Evacuation (AE) and readiness, in addition to an inpatient or outpatient medical facility is required.
- Two (2) years of safety program experience. One (1) year experience with performing RCAs, PRAs, and PI, at a healthcare facility level.
- AFMEDCOM RPSS personnel at HQ ACC/SG (JB Langley-Eustis, VA), HQ AMC/SG (Scott AFB, IL), and HQ USAFE/SG (Ramstein AB, Germany) must be eligible for, and maintain, Secure Internet Protocol Router Network (SIPRNet) access to participate in classified discussions related to operational environments (i.e., anti- access/aerial denial and air-sea battle) and readiness-related duties. These positions require a SECRET clearance.
- AFMEDCOM PSS Contractor personnel at HQ ACC must possess five (5) years of military experience and familiarity with deployed medical environment.
- The HQ ACC, HQ USAFE, HQ PACAF, HQ AMC PSSs must have two (2) years' experience with and comply with the DoD-mandated analysis and patient reporting systems, such as Human Factors Analysis and Classification System (HFACS), Patient Movement Quality Report (PMQ-R), JPSR, or the current system in use, and provide consultation on how the MTFs and the ERC system use these methods to identify system and process issues that could result in harm.
- Must have proficiency in Microsoft Suite of tools, including Outlook, Word, Excel, and PowerPoint. Basic skills in Microsoft Access, Visual Basic, SQL, relational databases, and visual report design tools.
