Overview

The Bureau of Overseas Buildings Operations (OBO) directs the worldwide overseas building program for the Department of State. Working with other offices and bureaus, foreign affairs agencies, and Congress, OBO's challenge is to set worldwide priorities for the design, construction, acquisition, maintenance, use, and sale of real properties and the use of sales proceeds.

Construction and Security Management Directorate (CSM), Office of Construction Management (CM), Is responsible for OBO's construction program, including leading the coordination of the contractual design activities, in conjunction with other offices, on design/build projects and construction and commissioning on design/build and design/bid/build projects. CSM/CM provides management oversight and on-site construction supervision for OBO worldwide construction program.

Responsibilities

As a Senior Platform developer for CM, the incumbent will perform a variety of functions that will enhance and improve our day-to-day operations focusing on the office's strategic initiatives. These initiatives may include the development of two tools: an automated risk assessment tool, and a supervision and duration estimate tool, amongst other projects. Data analysts are constrained to basic analytical techniques and CM envisions a comprehensive analytical skillset only found in a position tailored toward the data science discipline.

In furtherance of these responsibilities, the incumbent will perform tasks and assignments that typically include, but are not necessarily limited to, the following:

  • Creates infrastructure architecture and deployment plans for the new tools.
  • Design and construct new or revised processes to model data and produce algorithms, predictive models, and other custom analyses to fully leverage data within our office to develop products for strategic decision-making. Current data only delivers basic information; developing enhancements with a methodical approach and model may unlock new ways to explore, understand, and report our achievements and challenges within the directorate more efficiently.
  • Creates technical and functional documentation for the new tools to include SOPs as needed.
  • Develops and prepares management reports as directed for all levels on OBO management.
  • Designs SharePoint sites and applications and oversees their implementations. Manages SharePoint features, analyzes business requirements to identify SharePoint solutions, and conducts discovery sessions to gather requirements for SharePoint projects.
  • Promote data literacy throughout the bureau and expertise in the low performing maturity model domains of statistics, research and analysis.
  • Advise on statistics and advanced analytical approaches that will enable the office to prioritize and allocate funds using risk-based spending methods and predicting the impact of competing investments and tradeoffs.
  • Produce analytical components using data within the office to measure project health, risk, and data trends.


  • In the development of these tools, the incumbent will need to coordinate with several office members and experts within CM.

    Qualifications

    • Must be a US citizen.
    • Knowledge of, and skill in applying, general theories, concepts, principles, and methodologies in a variety of disciplines (management, data scientist, program engineering, etc) sufficient to anticipate, investigate, evaluate, and resolve a wide range of problems and issues arising from managing overseas facility construction projects; to evaluate, advise on and oversee work to ensure its quality and compliance with standards and SOPs; to prepare a variety of reports, fact sheets, and correspondence; and to anticipate, investigate, evaluate, and resolve program management problems affecting the project development.
    • Interest in learning and understanding of the mission, functions, and objectives of the Office, the Bureau, and the Department and the sequence and timing of key program events and milestones, sufficient to coordinate work efforts, ensure that work is performed successfully and in a cost-effective manner, and that work efforts are not duplicated.
    • Professional expertise in United States and international project management principles and processes preferred, including budget and resource control, cost/benefits analysis, risk management, metrics development and utilization, and data analysis to provide authoritative guidance in these areas and to resolve complex project management issues.
    • In-depth knowledge of project planning, cost accounting, and estimating as they relate to the management of a wide range of facilities overseas.
    • Awareness of some Federal contracting and procurement processes in the pre-award and post-award environments.
    • Skill in oral and written communication techniques to develop expert assessments and recommendations on a broad range of project scheduling and project control issues; to communicate and exchange complex technical information with both technical and non-technical personnel; and to prepare and present briefings to senior management officials on project status and related complex and/or controversial scheduling and project control issues.
    • Experience in the use of automated applications such as the Microsoft Office Suite, and familiarity with Database applications. Department of State property management database applications such as the Buildings Management Integrated System (BMIS) is desirable.
    • Ability to meet and interact in a professional, tactful, and effective manner with United States Government management and program officials within and outside of the Department, including overseas Post management officials, at all levels, as well as foreign government and domestic/foreign contractor representatives and other professional and technical specialists involved in construction project work, on a wide variety of project scheduling and control and associated technical issues
