2. Experience Requirements
• 10 years of project management experience with:
o Defense Logistics Agency Research & Development programs
o DoD supply chain management.
• Specific experience with:
o Subsistence Network (SUBNET)
o Supply Chain Management-Sustainability (SCM-S)
• Proven experience managing large, complex programs and systems.
3. Leadership and Technical Expertise
• Demonstrated leadership in:
o Multi-disciplined engineering and technical tasks.
o Managing large-scale logistics and supply chain projects.
o Risk analysis, contingency planning, and decision-making.
• Proficiency in:
o Business process engineering.
o Implementing innovative technologies for supply chain modernization.
• Strong stakeholder engagement and communication skills, including:
o Cross-functional team coordination.
o Executive-level presentation and reporting.
4. Procurement and Documentation Expertise
• Experience with drafting and managing:
o Statements of Work (SOWs).
o Statements of Objectives (SOOs).
o Performance Work Statements (PWSs).
o Evaluation criteria for vendor proposals.
5. System Knowledge
• Proficiency in:
o Microsoft SharePoint.
o Microsoft Office suite (Word, Excel, PowerPoint, Outlook).
6. Security Clearance
• IT-II security clearance OR
• Current National Agency Check with Local Agency Check and Credit Check (NACLC).
7. Nice-to-Have Qualifications
• Familiarity with OTA, BAA, SBIR, and other innovative procurement mechanisms:
o Understanding of their processes and applications to R&D and supply chain projects.
o Experience participating in or overseeing projects using these innovative mechanisms.
• Familiarity with DevSecOps principles and CI/CD pipelines:
o Understanding of secure development workflows.
o Knowledge of testing, automation, and deployment processes.
• Knowledge of advanced technologies, including:
o Artificial Intelligence (AI) and Machine Learning (ML).
o Blockchain for transparency and security.
o Internet of Things (IoT) for real-time monitoring.
o Robotic Process Automation (RPA) for operational efficiency.
• Familiarity with ERP systems (e.g., SAP, Oracle).
• Awareness of DoD Architecture Framework (DoDAF) and Business Enterprise Architecture (BEA).
• Experience with:
o Agile or scaled Agile (SAFe) frameworks.
o ITIL or advanced technical certifications in cloud computing, DevOps, or cybersecurity.
