Responsibilities
- Candidate will be responsible for the direction of multiple, large or complex Training projects in support of DoD clients. Responsibilities include managing relationships with clients and frequent / direct contact with the most managers and executives to provide cybersecurity technical expertise and project direction.
- Ensures accomplishment of joint training, security cooperation and information management systems support objectives by leading teams and activities to assess performance, recommend enhancements, and promote efficiencies.
- Provides support and advice to stakeholders on how to enhance the delivery of IT services.
- Develops plans and project tools to develop operationally relevant procedures, systems, and principles in the areas of information flow and management to foster efficiencies in government business processes and reporting methodologies.
- Analyze process workflow, identify information system requirements, and implement improved processes and procedures to accomplish operations and the organization's mission.
- Utilizes IT, information management systems, and web-based databases to identify, collect, analyze, store, and disseminate the data required to execute the Joint Training System (JTS).
- Uses network technology to capture metrics and supporting data to identify variations from identified standards.
- Employs Capability Based Assessment (CBA) systems to identify and assess required capabilities and associated performance criteria.
- Develops business intelligence tools and dashboards to provide objective and repeatable analysis informing both deliberate and crisis action planning.
- Develops reports and inputs to improve the integration and synchronization of Special Operations (SO) capabilities.
- Participates and coordinates with SOF elements throughout the Joint Exercise Life Cycle planning phases.
- Conducts STSC preparations for the adaptation and execution of battle staff training events, to include, but not limited to, the adaptation of full mission profile exercises for tactical units and the delivery of specialized M&S user training.
- Designs and produces training/exercise scenario injects and scripting based on the unit commanders' statements of intent using a variety of simulation software.
- Integrates training support data and synthetic environmental scene visualization databases into the virtual and constructive simulation system to ensure interoperability of training and exercise events.
- Operates, troubleshoots, and maintains various M&S training software to support individual and collective SOF training and exercise requirements.
- Documents baseline configurations and maintain processes for the configuration and resolution of M&S interoperability issues between multiple connected simulators and monitor large scale exercises and training events IAW the Simulation Interoperability Standards Organization.
- Ensures translation or mapping to the simulated training environment and architect virtual training scenarios to ensure accurate reflection of the commander's directives.
- Must provide personnel possessing current and relevant levels of training, education, experience, and expertise in IT, network engineering, M&S systems, and SOF operations to support LVC/DMO/T events.
Qualifications
- Bachelor's degree required in a relevant area (military studies, business, education, instructional design, et.al.), or the combination of specialized training, education, and experience (including military service) equivalent to a degree and required years of experience may be acceptable.
- Minimum five years' experience in relevant area (SOF operations, training program development, course development, etc.).
- Minimum two years' experience as a staff officer within HQ USSOCOM, a Service HQ, or a CCMD HQ (4-Star military HQ).
- Expert knowledge of the missions, core activities, roles, and functions of USSOCOM and its components and Sub-unified Commands.
- Active Top-Secret Clearance with SCI Eligibility.
- Demonstrated expertise in oral and written communications.
- Possess knowledge in strategic-level planning (e.g., operational design, MDMP, contingency plan development, etc.).
- Possess knowledge and proficiency in using the following systems and tools: JTIMS, DRRS, JLLIS, Execution Management System, ITV system, and MS Office Suite.
