Mindbank is seeking a Technical Surveillance Countermeasures (TSCM) Professional for our client’s operational requirements on a mission focused program within a challenging, dynamic setting located at the Intelligence Community Campus-Bethesda (ICC-B), Bethesda, MD. Successful candidates in this position will have the ability to communicate with executive leadership (internally or client) regarding matters of significant importance to the organization/project. The TSCM professional will establish an internal capability to assess and mitigate any technical/physical security concern related to personnel, facilities, or information, to include technical support to CI and Insider Threat investigations.
Technical Surveillance Countermeasures (TSCM) Professional Responsibilities:
• Develop, implement, and maintain TSCM programs and capabilities. Tasks may include but are not limited to:
• Conduct physical/technical assessments to identify vulnerabilities and recommend mitigation.
• Conduct Technical Surveillance Countermeasures inspections
• Conduct TEMPEST surveys/assessments and recommend mitigations
• Conduct acoustic testing to determine ICD 705 waiver requirements
• Research and development of policy and instruction at Agency and ICD level
• Evaluate and recommend medical device approval or mitigation strategy
• Conduct radio frequency direction finding mission to identify unauthorized transmitting devices
• Provide technical security SME input to designated IC working groups
• Develop and dissemination of workforce education for CI and Sec
Technical Surveillance Countermeasures (TSCM) Professional Responsibilities Basic Qualifications:
• Active TS/SCI with Polygraph
• TSCM Certified (graduate of the Interagency Training Center (ITC) Fundamentals Course) with experience of TEMPEST assessments
• Expert level of knowledge of Radio Frequencies, direction finding procedures, wireless communications, and general TSCM procedures and processes
• General knowledge of counterintelligence investigations, insider threat operations, physical security and anti-terrorism requirements, cyber security, digital forensic and IT infrastructure.
• Typically requires a BA degree and 12 – 15 years of prior relevant experience or Masters with 10 – 13 years of prior relevant experience.
• Minimum 5 year working with or in the IC.
