RANGE OPERATIONS SPECIALIST IV

ESSENTIAL FUNCTIONS: Responsible for the NET Control radio network for all live and non-fire facilities. Using knowledge of safety procedures, ammunition, or reported danger conditions (hazard duty areas, high fire danger conditions) refuses or grants permission for unit's personnel to go downrange or leave the range. Maintains information on range, terrain, and ammunition utilization. Maintains a daily journal of pertinent information transmitted and received such as incidents and accidents, ammunition expended, personnel trained, range and airspace violations, etc. Responsible for safe and coordinated use of the U.S. Army Training Ranges on EAFB. Using the daily range schedule, reviews, monitors and inspects access to ranges, impact areas, impact area gates, facilities, and maneuver land, and live fire through patrol and onsite inspection of ranges, firing points, and units and activities. Responds to emergencies and ensures proper notification and coordination of all agencies concerned. Reviews and identifies scheduling issues, analyzes hazards, develops, and presents for review situations requiring exceptions to policy, provides data and reports to investigators on live fire and other training incidents, to include reports of unauthorized occupation or use of the complex. Acts independently and take actions to resolve on-site safety, environmental, and regulatory violations with sound judgment to the extent of terminating training when approved by higher authority. Performs range related labor as required.
GENERAL DUTIES: Range Operations Specialist IV performs duties associated with Range Operations at the United States Army Training Ranges (USATR). May perform duties independently or by taking directions from higher-level technicians or a site supervisor. This position provides support in such areas as, range mission requirements/operations, and other types of activities located on the testing, training, and mission ranges located within the Eglin complex B88, C52 and C53A training areas. This individual performs complex routine or repetitive tasks associated with Army Range Control operations. Assignments may be checked during performance or upon completion by senior level specialists or site supervisor. Performs duties such as assembling or installing apparatuses for range operations, performing routine inspections, operating remote targets, communicating with range users, aircraft, or those occupying the range for pre, during, and post mission activities. May support other sites and areas of the O&M Contract as needed.
Job Requirements
OTHER DUTIES: Will perform general housekeeping, facility inspections, vehicle upkeep and inspections, and other job-related tasks. May be required to handle hazardous material/hazardous waste and other duties as assigned such as site safety rep.
EDUCATION/EXPERIENCE REQUIREMENTS: High school graduate or equivalent (GED) and a Certification in a technical field or a graduate of a military service school plus six years of related experience is required. 8 years' experience in working directly in the test/training range environment may be substituted for education requirement.
Incumbent must have the following:
1. Basic understanding of Military weapons systems and tactics to include small arms, machineguns, rockets, missiles mortars and demolitions. Familiar with military range operations, regulations and procedures.
2. 1-year RFMSS Fire Desk operations and certification as a Sr. Fire Desk operator OR Automated Target Operator Certification and ability to conduct Test Area Controller (TAC) functions.
3. Certified as a Range Inspector for Either B88 or C52 Range complexes.
Major Position Duties: Serves as Senior Fire Desk Operator for USATR complex and is responsible for fire desk operation. Coordinates with JTTOCC for Hot and Cold times for mission profiles. Controls daily operations of Ranges using RFMSS, and CSE. Coordinates with units for range updates, requirements, and training aids. May provide guidance to subordinates in Daily range operation. Keeps a log of daily activities. Assists unit with MEDEVAC operations and coordinates with outside agencies in emergency situations. Uses Regulations and SOPs to make decisions and control personnel and activity on the range. Serves as Range inspector on B88/C52 Ranges. Conducts daily inspection of range complex for cleanliness, serviceability, and safety of the range complex. Checks units onto ranges. Coordinates with customer and signs over equipment to conduct training. Inspects range for cleanliness and serviceability prior to clearing unit from the range. May be required to open or close gates based on the training requirements. Serves as Automated Target operator for Modified Multi-Purpose Training Range (MMPTR). Activates and De-activates targets for maneuvering units. Uses Surface Danger Zone Data to ensure safety of units and ensure range regulations are followed. Coordinates with customer and provides guidance on training plans to ensure compliance with published regulations, SOPs, and safety annexes. May be required to conduct operations during hours of darkness using Night Vision devices. OTHER REQUIREMENTS: Candidate must be eligible to obtain and maintain a Secret security clearance. Supports E-OMS operational objectives; observes company Quality, Safety, Environmental, Security and Administrative policies. Supports Process Improvement. Candidates must be able to pass physicals and eye exams related to the job functions. Must have and be able to maintain a valid driver's license.
WORK ENVIRONMENT: Work may be performed at various heights above ground level. May perform duties both inside and outside and be subjected to a variety of environmental conditions typical to the work area.
PHYSICAL DEMANDS: Occasionally required to stoop, bend, kneel, and work in tiring and uncomfortable positions, and move heavy items. Must be able to lift 50lbs and negotiate stairways without difficulty.
