Job Summary
The Marine Corps Tactics and Operations Group (MCTOG) mission is to provide standardized advanced training and certification to Ground Combat Element (GCE) Operations Officers, Operations Chiefs, and select other GCE training specialists in GCE operations, combined arms planning and naval integration, and unit readiness planning at the company, battalion, and regiment levels to support GCE Training and Readiness (T&R) events.
MCTOG is responsible for leading the effort to develop multi-domain operation (MDO) competencies and integrating Marine formations, such as the Marine Littoral Regiment (MLR), with other Services and SOCOM. The MLR's organic capabilities, including sensors for target acquisition and tracking, and the ability to coordinate and deliver lethal multi-domain fires, offer the joint force forward-deployed multi-domain C5ISRT capabilities. These capabilities enable joint kill chains and provide opportunities to advance Service and Joint concepts, enhance lethality, and improve the effectiveness of training.
The Multi-Domain Operation Integration Subject Matter Expert (SME) will play a critical role in analyzing, developing, implementing, and assessing exercise elements across all contested domains (air, land, maritime, space, cyberspace, and information). This includes the use of influence operations and the Electromagnetic Spectrum (EMS) to support the integration of MCTOG's mission and primary tasks. The MDO SME will be responsible for the integration of lethal and non-lethal effects across all domains into planning processes and applicable scenario events. In accordance with direction from the Exercise Control Lead and with the Exercise Design Team support scenario development, integrate all available Joint capabilities, craft storylines and events which challenge the training unit or students, and assist in the creation of realistic adversary MDO capabilities in a simulation.

Requirements
Key Accountabilities
- Create a shared understanding of how Marine Corps capabilities will support the joint force.
- Integrate USMC capabilities with other Service and USSOCOM capabilities to advance Service and Joint concepts, enhance lethality, and improve the effectiveness of training.
- Assist in designing and developing Battle Staff Training Exercises (BSTX), the Advanced Maneuver Warfare Course (AMWC), and supporting Service-level Training Exercise (SLTE) events, such as the Multi-Domain Maneuver Exercise (MDMX) and the MAGTF Warfighting Exercise (MWX).
- Provide subject matter expertise to support exercise design, scenario development, and training execution.
- Teach, coach, mentor, and instruct students, staff, and training audiences on MDTF integration and organic capabilities.
- Support scenario development with multi-domain tactics, techniques, procedures, and capabilities to portray a realistic operating environment.
- Serve within roles in exercise control and/or response cells to facilitate execution of the scenario.
- Maintain liaison with Army MDTF and stay current on doctrinal and TTP updates in MDO.
- Maintain liaison with MEF Information Group (MIG), MARFORCYBER, MCSB, MCNOSC, CEWID, and MCIOC in order to sustain the MCTOG/MAGTFTC cyberspace and multi-domain operations incorporation's relevancy and accuracy.
- Participate in joint force, service specific, and industry conferences and forums as applicable to maintain awareness of relevant initiatives, as they relate to MDO, to ensure the relevancy and accuracy of MCTOG/MAGTFTC training objectives.
- Prepare reports, briefs, and presentations as directed.
- Travel globally for planning conferences, training execution events, education symposiums, and other related activities.
- Coordinate and maintain productive partnerships with joint agencies that operate and contribute MDO expertise and education to the joint force.
- Assist in providing an overview of the tactical scenario construct to staff personnel for development of supporting products, data repositories and configurations, and systems integration.
- Participate in exercises as required.
- Perform as a HICON and expert response cell role as MAGTF/Naval Fires SME ISO exercises for up to 12 hours per day.
Knowledge and Skills
- Understand how multi-domain operations are planned and coordinated across all contested domains (air, land, maritime, space, cyberspace, and information).
- Understand how the U.S. Army's Multi-Domain Task Force (MDTF) is organized, equipped, and integrated into the joint force.
- Excellent written and oral communications skills.
- Possess self-motivation and a high level of discretion to work effectively under a minimum level of supervision.
- Must be able to multi-task efficiently, work in a fast-paced environment on multiple projects and have a strong attention for detail.
Experience and Education
- Have experience teaching, coaching, mentoring, and instructing students, staff, and training audiences on MDTF integration and organic capabilities.
- Bachelor's degree or relevant 15 years of experience with specialized training to include billets in an MDTF or similar Joint organization employing Multi-Domain Effects.
- Joint Services Officer, Limited Duty or Chief Warrant Officer, or a Senior Enlisted (E7 or above) / SNCO experience with one or more deployments or contingency operations required.
- Knowledge of Joint, Army, Naval and USMC targeting processes desired.
- Experience with operations centers, planning cells and operational planning teams desired.
- Experience with Interagency and other governmental entities preferred.
- A combination of education and experience that displays the requisite skillset will be considered.
Physical Requirements and Work Environment
- Garrison work environment including but not limited to:
- occasional field/tactical environments
- occasional extended working hours will be required
- schedule: M-F 0700 to 1700
- May be required to travel OCONUS to conduct installation, training or maintenance. Accordingly, a valid passport required.
- Domestic travel may be required estimated to be up to 40% of the time for training and program coordination.
