Budget Analyst IV
The Budget Analyst will be responsible for evaluating budget proposals to determine the optimal allocation of project funds. They are responsible for reviewing budget proposals and requests for funding, evaluating spending needs and conducting cost-benefit analyses, among other duties in support of the U.S. Mission to Afghanistan's Office of Public Affairs (AAU/PAS). Position based in Doha, Qatar, and is collocated with the Afghanistan Affairs Unit in Embassy Doha.

Role and Responsibilities
The Budget Analyst will be responsible for evaluating budget proposals to determine the optimal allocation of project funds. They are responsible for reviewing budget proposals and requests for funding, evaluating spending needs and conducting cost-benefit analyses, among other duties in support of the U.S. Mission to Afghanistan's Office of Public Affairs (AAU/PAS). Position based in Doha, Qatar, and is collocated with the Afghanistan Affairs Unit in Embassy Doha.

Role and Responsibilities
- Serves as principal financial advisor for AAU/PAS, drafts policies and strategies, formulates and executes PAS budget.
- Oversees all PAS funding sources and advises the Public Affairs Counselor and Chief of Mission on appropriate use of all funding streams (PD, ESF, representational, etc.) as well as appropriation requirements and limitations.
- Serves as the primary liaison with the Financial Management Office (FMO) and payment support units.
- Composes budget justifications and responses to inquiries from Congress, Office of Management and Budget, etc.
- Facilitates budget planning in coordination with PAS leadership and oversees budget execution, providing regular status updates to AAU leadership.
- Provides PAS's input for the Mission Resource Request (MRR), Operational Plan, Spend Plan, Performance Progress Report (PPR), and other financial planning and reporting documents.
- Identifies funding needs and requests additional funds as needed; coordinates with SCA/PPD and EX to ensure advice of allotments are correct and received in a timely fashion.
- Provides regular updates to FMO on unliquidated obligations (ULOs)
- Oversees PAS procurements.
- Represents the section as a member of the International Cooperative Administrative Support Services (ICASS) Budget Committee.
- Prepares briefings on PAS budget and grants programs for Congressional Delegations and other high-level visitors.
- Serve as PAS's main interlocutor with USAID on budget issues, including negotiation of funding levels.
