Provide general supervision over professional, technical, and clerical staff engaged in purchasing activities, including planning, directing, and coordinating the purchasing activities for the organization to ensure performance standards and customer requirements are met and planning to meet future support requirements.

Compensation & Benefits:

Estimated Starting Salary Range for Procurement & Property Manager: 150-160K.

Pay commensurate with experience.

Procurement & Property Manager Responsibilities Include:
  • Maintains oversight of the Procure to Pay (P2P) Process to include but not limited to the assignment of Procurement Requests; requesting revisions as needed; supervising the entire acquisition process; authorizing Purchase Orders; and managing the Receiving and Accounts Payable process.
  • Maintains category source literature (catalog library) and all Procurement documentation and filing.
  • Evaluates prospective suppliers to ensure they meet the organization's needs and can deliver goods and services in the agreed quantities, in a timely manner, while observing quality measures.
  • Determines procurement method according to FAR regulations, supplier selection and implement agreements designed to encourage continual improvement and cost savings to DSD agencies and customers.
  • Estimates costs and request quotations by phone, correspondence, published price lists and catalogs, or through RFQs in accordance with FAR/DOSAR regulations.
  • Uses techniques such as, but not limited to, price analysis, cost analysis, and/or cost realism analysis to establish a fair and reasonable price for requested goods and services.
  • Conducts comparative evaluations of supplier quotations and offers to ensure most effective and competitive pricing for the purchase of supplies and services; award or recommend the award of contracts.
  • Reviews solicitations and contracts to ensure compliance and identify opportunities for improvement.
  • Manages the solicitation process by reviewing and approving Purchase Orders (PO) and amendments to POs, and ensure goods and services are delivered according to agreed terms and conditions.
  • Manages process of contracts in commercial items, using approved contract formats; Assist with establishing standard contract clauses for use in contracts, solicitations, and purchase orders.
  • Negotiates contractual arrangements with suppliers to ensure the best value for money and excellent service levels are maintained and optimized across all categories of expenditure.
  • Ensures adherence to Mission Policy and compliance with USG rules, regulations and procurement policies and procedures by reviewing and monitoring procurements conducted by specialists, department or Agency.
  • Monitors ICASS metrics to ensure performance meets quality standards for tasks assigned to the Procurement and Property department.
  • Reviews and updates Standard Operating Procedures to reflect process improvements and changes in procedures and policies; Establish, maintain and disseminate SOPs, manuals and other documents regarding procurement policies and procedures.
  • Establishes staff priorities; allocates personnel resources to achieve program objectives.
  • Develops and conducts procurement training for staff.
  • Designs appropriate reporting and monitoring mechanisms that clearly highlight spend data and cost savings achieved by category/supplier and validate supplier performance and concerns.
  • Ensures required reporting including Weekly Status Updates and Production Control Report for Procurement and Property department is completed in a timely and accurate manner.
  • Maintains a high degree of confidentiality.
  • Performs other job-related duties as assigned.


Procurement & Property Manager Experience, Education, Skills, Abilities requested:
  • Bachelor's degree in public administration, Management, Business law, Finance, Purchasing, or closely related field.
  • Four years progressively responsible experience in public purchasing, asset management and financial operations, including supervisory responsibilities. UAE experience is preferred.
  • Knowledge of principles and practices of procurement and supply-chain management.
  • Knowledge of business practices related to purchasing.
  • Knowledge of laws, policies and procedures governing public procurement and contracts
  • Knowledge of administrative problem solving and the implementation of effective solutions.
  • Knowledge of cost accounting as it relates to price and cost analysis.
  • Level IV (Fluent) Speaking/Reading/Writing English is required.
  • Must have demonstrated computer skills in MS Word, Excel, Access and Outlook.
  • Must possess excellent written and verbal communication skills.
  • Must have skill in project and program management.
  • Must be a US citizen, possess a US Passport, and have a suitable background to obtain a SECRET clearance.
  • Must pass pre-employment qualifications of Cherokee Federal
