Program Manager (Workforce Strategies)

Location: Springfield, VA (Hybrid. The team is currently working 2 days from home and 3 onsite. For the first month or two while getting up to speed, will likely be mostly onsite.)

Ideal candidate will support an integrated partnership through assistance and advisory services to NGA senior executives responsible for the IT Career Service. These services require engagement at the senior executive level across the NSG. This includes leading change and providing expertise to senior executives in the processes, governance, culture, business strategy, cost recovery and technology necessary for strategic workforce planning, transitioning contractor performed IT services to Government performed work and implementing other multisector workforce strategies, and the talent management of over employees. Duties include:
  • Independently support the development of promotion programs, reintegration, competitive training/education, career development, succession planning, certification, and workforce planning processes.
  • Lead the research and development of an analytical approach that help to identify current/future position requirements to ensure recruiting is appropriately focused and timely to produce high quality candidate pools.
  • Establish and document procedures that help to analyze job requirements, explain career development resources and advance milestones. Analyze resumes, provide recommendations regarding matching resume qualifications to position competencies, manage mission assignment windows, capture and record recommended reintegration options, and manage certifications for the following IT Career Service occupational groupings:
    • Program Management: IT Cost Estimator, Earned Value Analyst, Program Manager
    • Engineering: Enterprise Architect, Data Architect, IT Policy Officer, IT Operations Engineer, IT Software Developer, Systems Engineer, and Web Engineer
    • Operations: IT Operations Analyst, Systems Operations Specialist
    • Security: Cybersecurity Engineer, Cybersecurity Management Officer, Cybersecurity Service Provider
  • Assist the CIO-T Key Component in articulating the current and future mission of its human capital resources through a standard suite of data showing Congressional authorizations, tasks and subtasks, actual vs authorized manning levels, as well as qualitative assessments like mission priority and customer value.
  • Assist the CIO-T Key Component in establishing, validating, and adjusting competencies and mission position windows associated with each position in a portfolio in order to distribute assignments over a period of time and plan for future mission investments, divestments and reallocations.
  • Support improvements of CIOT Key Component discrepancies of established processes, to include fair and consistent human capital procedures and practices, and fair and diverse representation of employees at each level.
  • Lead the development and implementation of workforce strategies and plans to include mission requirements, composition, skills assessments, assignments, rotations, and career development, certification, and succession management and promotion programs.
  • Serve as a lead business advisor to senior leadership and program offices, providing guidance and direction based on best practices and consulting with other offices to craft efficient, effective acquisition strategies to transition contractor performed IT services to Government performed work and implement other multi-sector workforce strategies.
  • Develops requirement statements to integrate Multi-Sector Workforce
  • IT Training/Deepening IT Tradecraft Expertise: Partner with CIOT to optimize IT discretionary training investments. Develop and modify existing statements of work related to deepening IT tradecraft expertise related to the following IT occupations: IT engineers, cyber security, IT operations, and program management.
  • Lead the interface and communication with senior executive leadership both in government and industry.
  • Use proven methods to implement cultural and business process changes.

Experience/Education:
  • 20 years total experience, 15 years specialized experience
  • Academic degrees may be substituted for years of experience, and years of experience may be substituted for academic degrees, unless otherwise specified in the individual TOs. Use the conversion below.
  • 2 years of school = 1 year of experience
  • 2 years of experience = 1 year of school

Required

  • Specialized experience (15 years) within the DoD and Intelligence Community interfacing and communicating with senior executive leadership both in government and industry
  • Bachelor's degree or higher in an IT related field or specialized experience in supporting career development, promotions, recruitment, assignments and workforce strategies for IT engineers, cyber security, operations, and program management.
  • Relevant experience (20 years) with the process to create job descriptions, advertise and select candidates to fill Government positions.

Desired

  • Ten (10) years demonstrated experience preparing, editing and modifying white papers, briefings, reports and other documents.
  • Ten (10) years demonstrated experience in Project Management including the use of automated project scheduling tools.
  • Master's Degree in a business-related field.
  • Ten (10) years demonstrated experience with NGA budget and acquisition planning process and procedures
  • Ten (10) years demonstrated experience with the geospatial intelligence mission and its contributions to the NSG Enterprise.
