QED Systems, LLC, is currently recruiting a Program Office Liaison Officer (Specialist) to join our team at Ft. Belvoir, VA to support our customer, Project Manager Expeditionary Energy & Sustainment Systems (PM E2S2). This role will have some duty at the Futures and Concepts Center, Futures Integration Directorate (FCC FID) located at Fort Eustis, VA.
Job Description:
This candidate will be a power generation subject matter expert who focuses on assisting the sponsor through the Capability Development process by determining the right power generation component before package submission into the entry gate process. The Liaison will manage and coordinate information flows between E2S2 and the FCC FID to exploit opportunities and optimize Program Office successes. Works with very limited oversight, facilitates resolution of difficult or complex problems.
Duties:
Identifying and facilitating resolution of operational issues and acting as a liaison between technical and functional areas.
Collaborate with customers to gather information, define complex work problems, and design procedures to resolve problems.
Maintain currency in understanding of relevant technologies and subject areas.
Identifies emerging relevant technologies that may result in improvements to current processes and systems.
May support the Program Manager in planning and monitoring the program activities.
Serve as client liaison and coordinates with external stakeholders.
Develop and deliver oral presentations and explain the most complex material in a clear fashion.
Participate in special projects as required.
Provide analysis of customer/user requirements and user needs.
Prepare responses for higher echelon tasks; coordinate reviews and provide written documentation of such reviews to executive/senior-level personnel within PM E2S2 and AFC (Army Futures Command).
Liaison with other executive/senior-level external Government and/or Contractor organizations at the direction of the government Project Manager or Deputy Project Manager to assist with expressing, coordinating, and refining PM E2S2 needs in response to changes associated with stakeholder materiel developers and requirements developers and PM E2S2’s mission. In some instances, these liaison duties shall be at the FCC FID at Fort Eustis, VA to better enable closer relationships with the liaised organization.
Required Skills & Experience:
Detailed-oriented with excellent technical, verbal, and written communication skills.
Possess knowledge and understanding of operational energy and demonstrated previous strategic planning experience at the senior level.
Knowledge of Army power generation systems, processes, and capabilities under development.
Knowledge of Army organization and structure.
Knowledge of the military acquisition process.
Knowledge of the PM E2S2 organization.
Familiar with Army CDD Writer’s Guide Ver 4.1, (4 Aug 2023) and OSD JCIDS Manual, (30 Oct 2021).
Required Clearance:
ACTIVE CLEARANCE LEVEL REQUIRED: Secret
Qualifications:
Bachelor’s degree in operations research, Mathematics, Computer Science, Cost Accounting or related scientific or technical discipline.
Ten (10) years’ related experience required.
An additional ten (10) years of direct relevant technical experience may be substituted for education.
Travel:
Less than 10% travel is expected for this position. Work completed at Fort Eustis, VA will require routine travel to that location. Travel may include continental United States and outside continental United States locations.
Work Environment:
This position will be co-located with the customer and other contractors in Government office spaces.
Physical Demands:
Physical demands of this position include ability to:
Be independently mobile.
Communicate effectively with co-workers and customers.
Withstand prolonged periods of sitting at a desk and computer use.
Withstand exposure to noise from operating equipment.

Position Type/Expected Hours of Work:
This is a full‐time position, Monday through Friday. Flexibility around core hours. Travel may occur outside of normal core hours.
