Key Responsibilities:
• Conduct, review, summarize, and advise on basic and applied cultural research in support of civil rights and equal opportunity prevention and response programs, including designing and developing supporting documentation for any qualitative and quantitative evaluation, research, and analysis to support Office of Civil Rights and Equal Opportunity Policy (OCREOP) decision-making. Supporting documentation includes designing, collecting, cleaning, and analyzing data calls for annual reporting activities; drafting and reviewing research and program evaluation reports; developing templates and outlines; securing all approvals for data collections and analysis plans; and creating and maintaining quality assurance plans and documentation to ensure reproducibility of findings from analyses.
• Develop, secure approvals, execute, and report out findings from qualitative and quantitative data collection protocols in support of equal opportunity program compliance site visits and associated program evaluation activities.
• Perform evaluations, research, and analysis covering a broad range and variable emerging topics and requests for information in support of civil rights and equal opportunity program evaluation from entities such as Congress, the media, the White House, Government Accountability Office (GAO), Department of Defense Inspector General (DoDIG), and other internal and external stakeholders. Activities may include conducting analysis, documenting findings, coordinating final products, and presenting findings. This also includes ad-hoc and quick turn data analyses for taskers.
• Review, analyze, edit, and verify compliance with civil rights and equal opportunity policies, directives, procedural guidance, statutory requirements, and additional authoritative documents through document reviews and analyses of existing requirements in order to formulate evidence-based recommendations.
• Research, evaluate, and provide analyses of current and emerging research studies in the OCREOP portfolio conducted by internal and external organizations to formulate strategic level analyses and trends to drive decision making and future requirements, including making recommendations for OCREOP policies, programs, and operations.
• Provide civil rights and equal opportunity program analysis and strategic planning, including analysis of existing and emerging initiatives as well as cross-functional engagement with key stakeholders.
• Conduct capability assessments and gap analyses on OCREOP’s civil rights and equal opportunity programs and workforces, including manpower assessments and projections of workforce needs, training needs and competencies, compliance, and support functional community management.
• Develop, enhance, and train users on civil rights and equal opportunity analytic tools, including use of dashboards, data visualizations and analyses for reporting, exploring additional datasets, and coordinating with stakeholders.
Basic Qualifications:
• Bachelor's Degree in operations research, mathematics, statistics, business or similar field with 8 or more years of experience or Master’s Degree with 4 or more years of experience.
• Experience working in a DoD environment.
• Experience with DoD force resiliency, civil rights, and equal opportunity policies.
• Experience in working with large datasets and performing data cleaning, transformation and visualization.
• Excellent communication and interpersonal skills.
• Ability to work independently and as part of a team.
• Strong organizational and time management skills.
• US Citizenship and possess an active US Government Secret Clearance with ability to maintain the security clearance.
• Ability to obtain and maintain a Common Access Card (CAC).
Preferred Qualifications:
• Possession of excellent data gathering, analytical, problem-solving, and client service skills.
