Responsibilities :
- Applies a graduate level understanding of Chemistry in support of furthering the client's Science & Technology (S&T) objectives across the chemical threat spectrum (traditional, non-traditional, emerging and Pharmaceutical Based Agents) providing R&D analysis to the Joint Science and Technology Office Chemical & Biological Technologies Department Advanced & Emerging Threats Division (RD-CBS), with emphasis on supporting the development of prophylactic and therapeutic medical countermeasures against known and emerging chemical threats.
- Provide cross-functional expertise in applying basic and advanced scientific principles, with a focus on acetylcholinesterase (AChE) reactivator chemistry, Organophosphate (OP) agents including Fourth Generation Agents (FGAs), Pharmaceutical Based Agents (PBAs), decontamination of wounds and other emerging chemical threat agents.
- Assess capability gaps and assist in setting project- and product-level strategy and priorities, ensuring portfolios are responsive and mapped to program goals (Joint Science and Technology Office Science and Technology Plan)
- Coordinate and consolidate complex, technical, programmatic, and strategic responses to support division initiatives to a variety of internal and external audiences and tasker execution
- Liaise with industry, start-ups, government, and academia performers (includes working knowledge of University-affiliated Research Centers (UARCs) and Federally Funded Research and Development Centers (FFRDCs)); utilize scientific knowledge to evaluate and analyze novel technologies, research proposals, published and unpublished research, and data to ensure accurate and reliable information and provide recommendations to the government. Establish and maintain relationships with relevant internal and external stakeholders in the CBDP community
- Prepare a variety of objective analytical studies and descriptive background reports, memoranda and other written materials on subjects or public policy issues of national significance for biosecurity and biodefense
- Provide technical evaluation and recommendations for proposals, whitepapers, and Broad Agency Announcement (BAA) responses, monthly reports, and quad charts
- Familiarity in reviewing and coordinating paperwork associated with Research Oversight Board (ROB) approval and IACUC (The Institutional Animal Care and Use Committee) approval for human cell lines and animal research projects
- Brief both technical and senior leader audiences; formulating presentations for Joint Science Reviews (JSRs), Transitions Quarterly Reviews (TQRs), as well as miscellaneous formal and informal requests for information (RFIs)
Qualifications :
- Master's degree in chemistry (Physical Chemistry, Pharmaceutical Science, Biochemistry, Chemical Engineering, Organic Chemistry, Medicinal Chemistry, Synthetic Chemistry, or related science field.)
- Minimum of 2 years experience in U.S. Government/national security, public or private scientific research organization consulting, project or contract management related to evaluation of chemical hazards and/or drug development, pre-clinical or clinical research
- Knowledge of technical proposals and reports, experimental or theoretical techniques, scientific studies and statements of work to ensure technical validity
- Ability to evaluate current and emerging chemical defense technologies.
- Ability to evaluate project aspects, including design, implementation and execution of Chemical Medical Countermeasure development.
- Demonstrated understanding of scientific principles involved in basic and applied research
Preferred Qualifications :
- CBDP Experience (research, policy, project management)
- Experience in preparing senior-level briefings and reports
- Experience providing subject matter expertise to DoD clients
- Specialization in organic chemistry, toxicology or microphysiological systems
- Top Secret Clearance
- Prior Military experience
