Valiant’s Chemical, Biological, Radiological, Nuclear, and High-Explosive (CBRNE) Solutions End Market seeks an innovative and forward-leaning Senior Project Control Analyst with a background in financial evaluation, project management, and operational process development and implementation. The Senior Project Control Analyst develops and maintains efficient processes in support of program travel, purchasing, personnel, and other operational actions across multiple Task Orders; manages program knowledge repositories; manages SharePoint sites for effective and consistent site management; oversees monthly invoice, financial, and other programmatic reviews; and supervises the daily operations of the Program Management Office (PMO) team. The position requires a high level of attention to detail, rapid responsiveness to requests and emerging issues from stakeholders at all organizational levels, strong project management skills, financial skills, and a strong ability to communicate well and work closely with different stakeholders across different missions on a wide range of tasks and complex issues.

RESPONSIBLITIES AND DUTIES:

• Reports directly to the CBRNE Solutions Senior Program Manager to develop and/or execute tasks in support of program priorities, goals, and operational needs.
• Maintains project baseline budget information; updates spend, and phasing plans and reconciles with corporate partners when needed. Assists Senior Program Manager with managing budgets, tracking expenses, and ensuring cost-effective resource allocation.
• Assists with assessing and mitigating risks related to project scope, schedule, and budgets
• Reviews the Monthly Financial Management/Status Reports to include financial tracking by contract CLIN, contract expenses, travel, cumulative billings as well as contract quality, schedule, and performance data.
• Tracks holistic program finances. Manages review of monthly invoices related to reimbursable costs, and ensures accuracy in coordination with individual task order-level program budgets. Works with program, financial, and corporate partners to correct errors and ensure timely invoice submission.
• Assists with the coordination and resolution of financial reporting and compliance issues with the necessary internal and external stakeholders to ensure accurate cost control and reporting.
• Tracks and compares project funding execution to phasing plans. Identifies and alerts the program management to any significant variances from the plan. Assists with preparing justification statements, as required, to explain the variances.
• Prepares and coordinates inputs for regular execution reviews as required to include any related status reports, briefings, and information inquiries.
• Interfaces with the team management in the preparation of financial documentation, status reports, and briefs in response to internal and external requests for project financial data.
• Develop actions and processes to reduce processing time and alleviating administrative burden on the program
• Identifies process improvement steps and leads implementation across the program
• Performs data analysis on performance, monitors cost metrics, identifies trends and provides insights to Senior Program Manager.
• Oversees PMO Program Analysts on project timelines, milestones, and critical paths. Ensures timely and accurate execution of PMO team taskings and projects.
• Ensures CBRNE Solutions alignment with task order requirements and internal Valiant policies and requirements.
• Assist in the administration and reconciliation of program purchase card transactions.
• Assist in the administration and execution of personnel actions.
• Assist with validating requests for purchases and subcontract support conform to policy (corporate and client), route and track approvals, log and reconcile purchases and subcontractor purchases.
• Create and maintain program documentation (such as Standard Operating Procedures) and job aids for use in educating personnel on processes, procedures, and policies specific to various activities.
• Create and maintain program knowledge management repositories and systems utilizing SharePoint or other tools.
• Anticipate and respond to program needs, proactively prioritize work, complete multiple tasks under deadlines in line with leadership direction and often with minimal oversight.
• Respond quickly and accurately to program requests for information.
• Respond quickly to emerging program needs, including those that may happen during non-traditional duty hours.
• Others duties as assigned.

EDUCATION: Bachelor’s degree in accounting, finance, or related discipline.

CLEARANCE: Active Secret Clearance preferred OR the ability to obtain and maintain a Secret level clearance.

QUALIFICATIONS:

• 5+ years of experience in Program Control, with EAC development and hands-on financial reporting experience.
• Demonstrated experience leading small teams in high-demand and complex environments.
• Experience with developing, monitoring, and providing assessment of project performance against milestones and objectives is highly preferred and desired.
• Possess excellent reasoning and problem-solving skills
• Experience with supporting project financial control analysis and reporting is desired.
• Experience with developing and implementing project timelines, milestones, and other project controls highly desirable.
• Experience with data metrics is desired; SharePoint and knowledge management systems experience is preferred.
• Experience in any of the following is preferred: Defense Threat Reduction Agency (DTRA); Combatting Weapons of Mass Destruction (CWMD); Building Partnership Capacity (BPC)
• Strong proficiency in the Microsoft Office Suite of tools required. Emphasis placed on PowerPoint, Word, Excel.
• Familiarity with Government contracting.
• Must perform activities with a very high degree for attention to detail.
• Potential for a hybrid schedule of in office work and telework as permitted by operational requirements.
• Travel may be required.

Physical Requirements:

• Physical requirements may include, but are not limited to, lifting, ascending and descending stairs, climbing, extended sitting or standing, to various degrees.
• Work is performed in an office environment and requires operating standard office equipment and keyboards.
• Must have ability to drive a vehicle to deliver and pick up materials, if needed.
• Must be able to lift items up to 50lbs. and manipulate items up to 100 lbs. with assistance.
• Must be capable of working at a computer terminal for extended periods
