GENERAL DESCRIPTION
The Bureau of International Narcotics and Law Enforcement Affairs (INL) keeps Americans safe at home by countering international crime, illegal drugs, and instability abroad. INL helps countries deliver justice and fairness by strengthening their police, courts, and corrections systems. These efforts reduce the amount of crime and illegal drugs reaching U.S. shores. The Natural Resource Crimes/Wildlife Trafficking team is responsible for the coordination of all related justice sector capacity building activities undertaken by INL/GPP. The team serves as the key focal point for the bureau on natural resource crime issues such as wildlife and timber
trafficking and illegal mining and their nexus to organized crime, corruption, and money laundering, and serves as a resource for expertise to the Department and various interagency working groups. The team's work focuses on providing training and capacity building to disrupt criminal networks profiting from the illegal wildlife trade, illegal logging, and other natural resource crimes by strengthening legislative frameworks; enhancing law enforcement and investigative capabilities; developing prosecutorial and judicial capacity; and supporting cross border law enforcement cooperation.

POSITION DESCRIPTION
The Program Management Analyst provides programmatic development and oversight to the INL/GPP CWT Team. The Analyst willdevelop plans and programs for implementation of criminal justice sector assistance and
provide other general programmatic support to further the team's programs, including drafting, briefing, data management and analytics, and research.

DUTIES & RESPONSIBILITIES

  • Drafts statements of work to meet U.S. foreign policy goals, coordinates with the interagency, and works with procurement and budgetary offices to ensure funding is secured and to monitor initiatives and programs.
  • Drafts a variety of technical, programmatic, funding, and informational memoranda and letters; assists in the preparation of responses to Congressional questions, press guidance, and interagency documents in accordance with Department policies and regulations.
  • Undertakes logistical and program management support for funding agreements, including through securing specialized grants training; manage budget process including production and processing of obligating documents such as interagency agreements and letters of agreement; assist in overseeing project implementation and project site visits in country; assist with the maintenance of funding and budgetary spreadsheets pertaining to task order and program management; and provide assistance to the Branch Chief on drafting, reviewing and amending all manner of procurement requests and task orders as assigned.
  • Advises on the management and oversight of programs to advance support on counter wildlife trafficking, illegal logging, and natural resource crime efforts.
  • Assists in the oversight, monitoring, reporting, coordination, and assessment of INL programs to ensure deliverables and foreign assistance priorities set by the Department of State are being fulfilled.
  • Develops and maintains comprehensive knowledge of issues related to counter wildlife trafficking and other natural resource crimes.
  • Serves as an advisory resource for INL/GPP/CWT on specific aspects of planning and implementation of programs.
  • Establish and maintain professional relationships with office and other INL colleagues, Department and interagency colleagues including agencies involved in programming,
    and USG personnel assigned to U.S. Embassies that are associated with implementing programs and policy processes.
  • Ensures that INL/GPP and the INL Front Office receive timely information and reporting to ensure that senior Department, interagency, and budget briefings are fully informed of developments on the ground.
  • Prepares background materials and reports used in preparing reports, speeches, briefings, and testimony to articulate INL engagement.


MINIMUM QUALIFICATIONS

  • U.S. Citizen and the ability to maintain a Department of State Secret security clearance.
  • A bachelor's degree from an accredited institution.
  • Four to six years' experience in relevant field.
  • Ability to operate independently, employing oversight over existing and future operations and procurements.
  • Excellent oral and written English communication skills.
  • Superior interpersonal skills.
  • Proficient in Microsoft Office applications.


PREFERRED QUALIFICATIONS

  • Prior experience with and knowledge of the State Department's foreign assistance process, the structure and hierarchy of U.S. embassies, and State Department policies and processes.
  • Experience working or coordinating with other relevant U.S. government agencies (e.g., Departments of Justice and Fish and Wildlife Service) engaged on natural resource crime issues and the federal law enforcement/criminal justice community more broadly.
  • Previous experience working on justice reform issues within the U.S. Government.
  • Superior writing, communication, and interpersonal skills.
  • Previous international rule of law development experience.

LEVEL OF EFFORT
Hours for the position will be the core hours of the Department of State: Monday through Friday, 40 hours per week, 8 hours per day.

TELEWORK
This is a hybrid position that allows for a combination of in-office presence and regular telework. The incumbent's actual in-office and telework schedule will be determined by the COR and CO, based on INL policy, and is subject to change.

SUPPLEMENTAL HOURS
Supplemental hours for this position are authorized in accordance with the award and shall not exceed the designated ceiling.

POSITION LOCATION
The physical work location is at INL/EX/MCO's office at State Annex-1, 2401 E Street NW, Washington, DC 20037

GOVERNMENT FURNISHED EQUIPMENT
DOS will provide office space, computer, phone, and other required equipment and supplies necessary to complete all job requirements. DOS will own and maintain all government furnished property.

TRAVEL
Travel is authorized for this position in accordance with the award and shall not exceed the designated ceiling. Domestic and international travel may be required for this position and will be done at the behest of the Office Director, Deputy Director, or Budget and Logistics Team Lead.

TRAINING
This BPA Call provides for mandatory training for DOS-specific equipment, systems, and processes (reference 13 FAM 300 Agency Mandated Training), which shall be completed promptly and in accordance with Department policy. These trainings do not require INL Contracting Officer (CO) approval.
Travel related training (i.e. FACT (CT650), HTSOS-C, etc.), may be required. If applicable. The Program Manager shall coordinate with INL/EX/GAPP to determine if applicable and if INL CO's approval is required prior. All other training requires INL CO approval.
