Responsibilities
The PM will to serve as the Government's primary Point of Contact (POC), provides overall leadership and guidance for all contractor personnel assigned to the program. The PM is ultimately responsible for the quality and efficiency of the program, to include both technical issues and business processes. The PM shall be available to respond to Government questions, concerns, and comments, as well as be proactive in alerting the Government to potential contractual or programmatic issues including situations that may compromise the team's ability to provide services.

$135,000 - $216,000. This represents the typical salary range for this position based on experience and other factors.

Responsibilities

The Program Manager will provide:
- Leadership, oversight, and management of a complex program, which covers a portfolio of projects and programs
- Ensures performance against contract and program requirements
- Serves as a single point of accountability and responsibility to the government
- Coordinates and ensures completion of deliverables, and other contractual requirements
- Performs risk management
- Develops and implements long term strategies, roadmaps, and monitors execution to ensure alignment of tactical activities
- Manages program budget
- Evaluates performance against design and schedule requirements and constraints
- Provides oversight across range of project types (waterfall, agile, lean, etc.) and project complexities
- Consults and advises senior Federal leadership
- Ensures Federal leaders have actionable information in a timely manner necessary to obtain decision/guidance to facilitate program execution.

Qualifications
Required Expertise:
- Master's level degree, or Bachelor's level degree from an accredited institution in Project Management, Business Administration, or similar area of study.
- Current GSA Public Trust or ability to obtain GSA Public Trust
- 16 or more years of IT experience, 10+ years providing program/project management for complex IT solutions
- Demonstrated experience managing Agile software development teams
- Proven ability to meet cost, schedule, and performance requirements for complex IT projects, or organizational transformation initiatives
- Demonstrated experience in managing in a continuous integration and DevOps environment.
- Demonstrated experience with the management, manpower utilization, and supervision of employees (including subcontractors) of various labor categories and skills in projects similar in size and scope complex IT projects, or organizational transformation initiatives
- Demonstrated experience in a quality assurance environment that includes knowledge of customer satisfaction tracking, user complaint and monitoring programs, and quality control programs.
- Excellent written and verbal communication skills, with proven results in coordinating and managing at the executive level
- Project Management Professional (PMP)®, Program Management Professional (PgMP)® certification
- Relevant Agile Certification
- Scrum Alliance Advanced Certified Scrum Master or Scaled Agile SAFe Advanced Scum Master
- Demonstrated experience managing Agile software development teams within a government environment
- Extensive knowledge of the Federal Government's Acquisition Processes
- Experience participating in Capability Maturity Model Integration (CMMI) and/or International Organization for Standardization (ISO) quality audits.
- Information Technology Infrastructure Library (ITIL)® Foundation Certification
