Contract Specialist

MacDill AFB, Tampa, FL

Position Overview:

Provide acquisition support services to the United States Central Command (USCENTCOM) Command, Control, Communications and Computer Directorate J6 (CCJ6). CCJ6 is responsible for providing the full spectrum of secure and non-secure communications capabilities and technologies, facilitating effective command and control to achieve mission requirements and the objectives of USCENTCOM. This includes planning, coordinating, and assisting in requirement definition, development, and contract execution for CCJ6 acquisition programs, including unclassified, collateral and requirements up to the Secret level.

Security Clearance:

Must have active DoD Secret Clearance. Interim clearance not accepted.

Required Skills and Qualifications:
  • Personnel must possess at least a bachelor's degree awarded by an accredited college or university recognized by the U.S Department of Education.
  • Personnel shall possess a minimum five years contracting experience in either program management (GS-1101 or commercial equivalent) or acquisition/contracting (GS-1102 or commercial equivalent).
  • Personnel shall be certified at least at the Level II under the Defense Acquisition Work Improvement Act (DAWIA) (APDP), or other federal program (FAC-C or FAC-PM) or civilian equivalent (e.g. NCMA, IACCM) in contracting or program management.
  • NOTE: Certifications may be waived if the candidate a minimum of ten years of federal government contracting experience.
  • Personnel must have held a program manager or contracting position within the last 12 months prior to January 20, 2022.
  • Personnel shall have experience in acquiring, commodities, industrial services, knowledge- based services, advisory and assistance services, and information technology services and related hardware/equipment.
  • Personnel shall possess knowledge of laws, principles, policies, and practices of acquisition and contracts management.
  • Personnel shall possess knowledge of the Federal Acquisition Regulation, as supplemented by the DoD and Air Force, and AF Contracting, Small Business, Finance and Program Management Instructions (DoD FMR, AFI 64-102, AFI 64-117, AFI 63-138, AFI 65-118, and AFI 65-601, etc.).
  • Personnel shall possess ability to plan, organize, and manage critical aspects of research, development, production, and support of subsystems or equipment, and integrate, analyze, and manage a variety of acquisition functions and personnel in support of the entire acquisition process.
  • Personnel shall be skilled in the use of the entire suite of Microsoft Office applications.
  • Personnel possessing experience with DEAMS, CON-IT, PIEE, WAWF and SAM are highly desirable, but not required.
  • Personnel should be able to assess requirements to determine if Government-wide Acquisition Contracts (GWACs) are an appropriate contract execution method.
  • Personnel are required to possess at least 5 years' experience with using GSA Federal Supply Schedule, GSA OASIS, Army CHESS, DoD ESI and other GWAC platforms.

Responsibilities:
  • Provide project specific acquisition management that effectively translate requirements into executable requirements packages that can be awarded using any DoD approved contracting methodology.
  • Develop performance work statements, statements of work, statement of objectives and other documents related to requirement development.
  • Assist with establishing management controls such as milestones, cost estimates, and quality assurance plans in accordance with Department of Defense and Air Force procurement directives.
  • Advise requirement owners of significant actions or problems, and seek resolution.
  • Analyze interrelated issues of effectiveness, efficiency, and productivity; develop recommendations to solve problems; and apply program management principles to guide program accomplishment through the various phases of the acquisition cycle.
  • Perform other related duties as assigned or requested.

Work Schedule, Location, and Travel:
  • Work will be performed at a secure government facility at MacDill AFB, Tampa, FL.
  • Normal office hours are 08:00 to 17:00 Monday through Friday.
