The Program Specialist will lead, coordinate, organize, liaise, and manage vetting tasks for the contract to provide support across assigned programmatic and technical offices within the USAID Middle East Bureau. Additionally, the Program Specialist will analyze technical analytical functions like data entry, analysis, documentation, vetting request preparation, project/program tracking, preparing operations/procedures manuals, program document preparation and presentations, backstop and field support, and program and technical support.

Responsibilities

  • Plan, monitor, coordinate, and report on bureau/mission vetting program activities to ensure that activities are efficiently and effectively implemented in a manner are responsive to bureau, agency, and administration objectives.
  • Conduct analyses of vetting trends to support Missions and Bureau requirements.
  • Monitor the implementation of vetting program with emphasis on identifying constraints, issues, logistical needs, and dependencies of specific inputs.
  • Coordinate and lead project/program tracking, data analysis, and documentation.
  • Plan and participate in program assessments and evaluations.
  • Provide technical training on partner vetting system to implementing partners and USAID staff.
  • Prepare and present program reports and success stories.
  • Support USAID liaison and coordination efforts with other donors, non Governmental organizations, civil society groups, government officials, and other actors, as required.
  • Coordinate and lead administrative management support, as required.
  • Provide records maintenance and other duties as assigned related to area of responsibility

Qualifications

  • Bachelor's degree required in a field such as international studies, business administration, economics, social and political sciences, communication, finance, health, or similar areas
  • 4+ years of professional work experience with preference for at least 6 months of this experience spent working in the Middle East region
  • Active Secret Government security clearance is required

Knowledge, Skills and Abilities:
  • Experience in project administration and management procedures preferred.
  • Ability to travel throughout the Middle East (Egypt, Iraq, Jordan, Lebanon, Libya, Morocco, Syria, Tunisia, West Bank and Gaza, and Yemen.)
  • Knowledge of development programs, especially in the Middle East region is desirable.
  • Must have high level knowledge and skills within area of responsibility.
  • Excellent writing and analytical skills are highly desired.
  • Knowledge of cross-sectoral issues and programming, like religious and ethnic minorities is desirable.
  • Proficiency in the use of Microsoft Office, internet, e-mail applications, database applications, and presentation software
  • Willingness to work in Washington, DC
  • Effective interpersonal skills, especially with senior leadership.
  • Demonstrated ability to work independently and with others.

Final salary determination based on skill-set, qualifications, and approved funding.
