Job Summary:

As a key member of the Executive Leadership team the Senior Director of Human Resources and Talent Acquisition will lead and oversee the HR and TA functions for our government contracting firm.

This role requires a dynamic and strategic leader who will oversee all facets of human resource:  Talent Acquisition, Employee Relations, Learning & Development, Compliance, Total Rewards & Compensation, Workforce Planning, Performance Management, etc.   Additionally, you will be a champion and voice for our employees, a positive steward of the business, and maintain a strong-positive organizational culture while preserving our core values. 

The Senior Director will work closely with Executive Leadership and board advisors to shape and execute workforce planning strategies in support of and in alignment with the company’s short- and long-term goals.

Key Responsibilities:

Provide strategic and tactical leadership and guidance to the Human Resource Department
Advise, guide, and mentor HR Managers, HR Business Partners, and HR Administrators.
Advise, guide, and mentor Talent Acquisition leadership on developing and implementing strategic plans and best practices, to attract top-tier talent for organizational, client needs, and projects while continuously ensuring alignment with overarching business goals.
Develop and execute succession planning strategies to ensure the organization has the right leadership in place for future growth, particularly for government contracts.
Partner with senior leadership to identify and nurture high-potential employees and ensure leadership pipelines are aligned with business needs.
Ensure the HR organization is aligned with company goals, maintain high performing teams, and ensure productivity excellence across all HR disciplines.
Oversee workforce planning and talent management strategies to meet the staffing needs of ongoing and future government contracts.
Develop and implement employee retention strategies that enhance workforce engagement, morale, and productivity.
Manage budgets for HR and talent acquisition functions, ensuring cost-effective and efficient use of resources.
Partner closely with all 3rd party vendors, as an extension of internal team, to ensure benefit offerings, programs, and initiatives delivery high-value impact to Brillient’s employee base and short-long term business goals and financials.
Intimately understand broader business operations, financials, goals & objectives, and headwinds to shape human capital solutions and support project-based initiatives tied to achieving revenue, profit, and EBITDA deliverables.


Additional Responsibilities:

Ensure that all HR and talent acquisition practices comply with all federal, state, and local regulations, including those related to government contracts (e.g., OFCCP, EEO, VEVRAA, Section 503, etc.).
Oversee audits, ensuring compliance with the regulations and contract-specific requirements, and ensure timely and accurate reporting of workforce data.
Monitor and address any changes in government regulations, advising leadership on necessary changes to policies or practices to ensure ongoing compliance.
Oversee the development and implementation of employee development programs, ensuring employees have the training and resources needed to succeed in their roles.

Qualifications:

Minimum of 15 years in Human Resources, with at least 10 years in a leadership role within the professional services and/or government contracting sector.
Bachelor’s degree in human resources, Business Administration, or a related field; a Master’s degree is preferred.
Strong knowledge of the Service Contract Act (SCA), including compliance with wage determinations, employee classifications, and government contract requirements.
Professional HR certifications such as SHRM-SCP, SPHR, or similar certifications preferred.
Demonstrated experience leading a full-service human resource organization, with demonstrated expertise across each discipline.
In-depth knowledge of government contracting regulations and compliance (OFCCP, EEO, VEVRAA, etc.), as well as best practices in talent acquisition and workforce management.
Proven ability to lead and develop high-performing HR teams, with excellent interpersonal and communication skills.
Strong strategic thinking, problem-solving abilities, and experience managing complex HR and recruitment functions across a large, multi-disciplinary, and dispersed workforce. 
High EQ and situational awareness are critical along with superior inter-personal skills.
Demonstrated experience cultivating valued client relations and business partnerships a must. 


Desired Competencies:

Strong understanding of the unique challenges of recruiting for government contracts, including specialized skills and security-clearance requirements.
Ability to manage and influence change within a highly regulated environment.
Ability to collaborate effectively with various departments and senior leadership to align HR and recruitment strategies with the company’s overall mission and goals.
Skilled in the use of HR management software and applicant tracking systems (ATS).
