Duties

This position is located in the Military Personnel Flight (MPF) with an Air National Guard (ANG) Wing, Mission Support Group, Force Support Squadron. The purpose is to provide human resources services to Title 32 (T32) Technician, Title 5 (T5), and Active Guard Reserves (AGRs). The position is a remote from the Human Resources Office (HRO) and embedded within the Military Personnel Section. The primary function of this position is to provide guidance, advise, support and clerical assistance on human resource matters to commanders, line supervisors, managers, and technicians at the base or unit organizational level and to coordinate such matters with the HRO.

Duties
  • Serves as advisor to commanders and supervisors on human resources (HR) programs affecting full-time employees. Monitors nexus between full time personnel and military readiness and advises leadership on impacts of military decisions on full time personnel management.
  • Works with HRO and the Wing to accomplish a wide range of human resources transactions for employees related to recruitment, placement, classification, employee and labor relations, benefits, entitlements, training, and incentive awards.
  • Advises and provides comprehensive procedural and technical guidance to managers and supervisors in the areas of recruitment, placement, separation, and retirement. Tracks and coordinates hiring system actions for Wing. Obtains vacancy requirements from functional area supervisors and prepares requests for vacancy announcements. Forwards request to the HRO for final approval.
  • Maintains and reviews the Unit Manning Document (UMD) validating the position description number, title, series, grade, and resourcing. Compiles necessary statistics to reflect current status, and accurate consumption of allocated requirements and resources for the purpose of accomplishing a planned hiring program that will meet programmed year end strength and future projections and requirements.
  • Provides assistance to the Wing, managers and supervisors in resolving AGR problems relative to day-to-day operations. Serves as primary point-of-contact regarding AGR matters between the ARNG/ANG organization/unit and the HRO.

  • Incumbent must be able to obtain and maintain a SECRET security clearance.
  • The incumbent of this position description must have at a minimum, a completed National Agency Check (NAC) prior to position assignment.
  • May be required to successfully complete a probationary period.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • Participation in direct deposit is mandatory.
  • Position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration which will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
  • Superior Qualifications or Special Needs Pay Setting Must be requested through the selecting official and must be coordinated prior to acceptance of official offer.

GENERAL EXPERIENCE is experiences in administrative positions that manage, supervise, administer, advise on, or deliver human resources management products or services.

SPECIALIZED EXPERIENCE is experiences that prepared the applicant to perform the duties of the position. The applicant's accredited educational-degree study program; or other military or civilian academic courses may substitute for some specialized experience. MUST HAVE at least one year specialized experience as the GS-7 or the equivalent.

There are no specific educational requirements for this position. However, substitution of Education for Specialized Experience is allowed.
