Duties

This position is located in Transportation Security Administration (TSA), Information Technology (IT), End User Services Division (EUSD). If you are selected for this position, you will serve as the Director, EUSD. In this capacity, you will support the end user services for TSA and ensure productivity of TSA and its employees through delivery and support of customer-focused project management and product support. The Director, EUSD will be actively involved in strategic, tactical and resource planning as a primary contributor to IT, TSA and DHS plans and budgets. You will manage a multi-million-dollar budget and assist in budget reviews for all TSA IT major capital investments for large hardware, telecommunications services, and other applications.

Additional responsibilities include:
  • Coordinating with TSA Federal Security Directors, Supervisor Air Marshals in Charge, Local Airport Authorities, TSA HQ Staff, DHS Officials, FEMA, Department of State, GSA, equipment manufacturers and technology integrators to provide superior data communication support to TSA's Domestic and International Operations.
  • Providing office automation support to TSA's Government and Contractor staff.
  • Performing IT and communications support functions for all TSA locations.
  • Serving as a primary supplier of all TSA office automation related equipment (e.g., telephones, telecommunications, software, cell phones, blackberries, computers, desk phones, radios, etc.).
  • Coordinating with equipment manufacturers and integrators to view and implement new technologies.
  • Assessing IT issues, constraints and problems of an organization or program, and developing and implementing solutions across TSA.
  • Providing a continuous, focused, intense effort to resolve specifically defined IT issues within the Transportation Security Operational Center (TSOC) Business Unit and provide an IT on-site presence.
Supervisory/managerial responsibilities include strategic planning; communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance of organizational units, managers, and employees; coaching and developing staff and assessing and developing organizational capabilities; approving leave; and taking or approving corrective/disciplinary actions.

  2. You must complete a favorable Tier 5 Background Investigation (T5).
  3. You must pass Drug Screening, subject to random drug tests.
  4. This position requires a TS/SCI (Top Secret/Sensitive Compartmented Information) clearance that must be completed prior to appointment. You will be subject to a 5-year periodic investigation and must be able to obtain and maintain a TS/SCI clearance.
  5. Disclosure of your financial information is required.
  6. You may be required to complete a one-year Supervisory trial period.

Qualifications

To qualify for the SV-L Pay Band, you must have one year of specialized experience at the SV-K Pay Band or GS-15 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Such experience is defined as:
  • Leading the deployment and management of end-user IT and communications support services; AND
  • Applying project management principles, methods, and practices to plan and carry out major IT projects (e.g., establishing priorities; developing plans, schedules and resource requirements; defining milestones and deliverables; evaluating and reporting on accomplishments, contract oversight, etc.).
Note: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.

National Service Experience (i.e., volunteer experience) refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience..

CURRENT OR FORMER POLITICAL APPOINTEES: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. SUPERVISORY/MANAGERIAL PROBATIONARY PERIOD REQUIREMENTS: Unless previously completed, you must satisfactorily complete a one-year supervisory probationary period to continue in this
supervisory/managerial position.

Employees who transfer to TSA from an agency that allows employees to maintain an annual leave balance higher than the maximum accumulation for the appointed position will have their leave ceiling set to the maximum accumulation for the appointed position (e.g., United States duty location - 240 hours, foreign duty location - 360 hours, or TSES position - 720 hours).
